The Evolution and Expansion of Risk Management Education Programs in the United States AgEcon

A rapidly changing business environment has dictated a need for farmers to improve their risk management skills. The 1996 Federal Agricultural Improvement and Reform Act (FAIR) also created a new environment for American farmers by eliminating planting restrictions and deficiency payments. Congress recognized the changing environment by mandating the Secretary of Agriculture to initiate a risk management education program. A memorandum of understanding specified the responsibilities of the federal agencies involved in risk management services and education. The most dramatic change occurring in agricultural production is the change in business strategies. In the US, family farmers have traditionally made decisions with whatever information they could independently gather. Today, the ability to assimilate an overload of data into decision making information is difficult. The decision framework is also becoming more complex. The complexity of management challenges includes customer relations, price risk management, environmental regulatory compliance, zoning regulations and nutrient management. Agricultural managers need to comprehend business relationships and extract value from the use of intangible assets such as marketing systems, production alternatives, market chains and strategic planning processes....

Determining Educational Needs: A Focus Group Approach AgEcon

The first step in planning and delivering a successful program is to identify the needs and interests of the target audience. The North Central Risk Management Education Center, which provides grants for educational programs for producers in the 12 north central states in the US, conducted a series of focus groups with producers. The goals of the focus groups were to: 1) determine the impact of funded programs; 2) assess risk management education needs of producers; 3) assess preferred delivery methods; and 4) determine program characteristics that will enhance participation. Many of the world’s poorest regions could face severe crop losses in the next two decades because of climate change, according to Dr. David Lobell, a Senior Research Scholar at Stanford University in the program on Food Security and Environment. The average world temperature is increasing slightly says Lobell and a one-degree Celsius increase over time greatly impacts climatic growing conditions. Unfortunately, agriculture is also the human enterprise most vulnerable to changes in climate.
