AGRICULTURE IN A WORLD OF TRADING BLOCS AgEcon

The recent trend towards the negotiation of free trade areas has potentially important implications for agriculture. Agricultural trade will increasingly be influenced by the treatment of agriculture within free-trade areas and other regional trade associations. Such blocs will have to deal internally with many of the same issues as face the GATT. This will tend to reinforce the move to less trade-disruptive domestic policies. Moreover, independent trade policies become difficult to maintain in a trade bloc, even if there is no common external tariff. This could lead to harmonisation of external policies. As a consequence, the inclusion of agriculture in free-trade areas could be an important part of overall trade liberalisation in years to come.

WTO COMPATIBILITY OF AGRICULTURAL POLICY CHANGE IN NORTH AMERICA AgEcon

The Uruguay Round Agreement on Agriculture (URAA) imposed significant constraints on domestic farm policy in the three North American countries, as it did in other parts of the developed world. This paper considers the nature of those constraints, the compatibility of recent policy changes with the letter and the spirit of the URAA, and the position taken by the three North American countries in the agricultural component of the current Doha round of negotiations in the World Trade Organization (WTO). Some tentative conclusions are reached on the impact that agreement on a package similar to that contained in the recent Harbinson draft text would have on the agricultural policies of Canada, Mexico and the US.

The negotiation of improved market access in agriculture is crucial to the success of the Doha Round. The depth of tariff cuts will be the main indication of the level of ambition of the agricultural talks and hence the Round as a whole. Agricultural tariffs remain five times higher than tariffs in industrial goods, and account for the bulk of the distortions in agricultural trade. Recent analysis indicates that 92 percent of the global gains from trade liberalization in agriculture result from removing market access barriers. The July Framework reaffirmed the objective of substantial improvements in market access. Determinants of Farm Policies in the United States, 1996-2008 AgEcon

This paper focuses on the political economy of U.S. farm policy since the Uruguay Round trade negotiations concluded in 1994 and established the WTO. The continued ability of the powerful farm lobby in the United States to elicit support in the political arena is evident from this analysis. Yet there have been some substantial changes in policy that have reduced their distortionary effects, as well as some setbacks to liberalizing reform. New Doha Round commitments could put further constraints on subsidies provided by some U.S. policy instruments. And despite the ability of the farm lobby to retain its support programs through 2012, there are several political uncertainties about the alignments that have allowed U.S. farm support to endure.
