This paper outlines the role of improved soil fertility in the process of structural transformation, and examines specific financial, economic, social, and political arguments in favor of promoting increased fertilizer use, particularly in smallholder farming systems. This paper draws experiences and insights from the literature on which policies and programs appear to work best and which least well in providing a consistent and growing supply of fertilizer to smallholders. Particular attention is given to addressing the question of fertilizer subsidies: Under what circumstances are they warranted and what form should they take, if and when they are implemented?

Fertilizer Impacts on Soils and Crops of Sub-Saharan Africa AgEcon

Successful agricultural development has resulted in substantial alleviation of poverty and food security in Asia and Latin America since the 1960s. Much of this success can be attributed to the introduction of high-yielding varieties of crops, especially wheat and rice, which have addressed the constraints faced by farmers using traditional varieties. In Sub-Saharan Africa (SSA), however, productivity levels have remained stagnant despite the introduction of new crop germplasm. In recent years, scientists have recognized that low soil fertility is the primary constraint blocking agricultural development in SSA. Incentives for Fertilizer Use in Sub-Saharan Africa: A Review of Empirical Evidence on Fertilizer Response and Profitability AgEcon

This research addresses two questions: Why is fertilizer not yet fulfilling its potential as a major stimulus to agricultural productivity in SSA? What can be done to improve the situation? Our answers are based on an extensive review of fertilizer response, profitability, and policy literature as well as some analysis of crop budgets and aggregate national statistics on fertilizer consumption. Much of the debate about fertilizer use in SSA focuses on two issues: whether the profit incentive is adequate and, if so, whether farmers have the capacity to access and use it.

One of the Government of Rwanda’s key post-war policy objectives has been to increase agricultural productivity and ensure food security by promoting a transition from semi-subsistence production and marketing practices to intensive production and highly commercialized agricultural markets. The government wants farmers to increase land and labor productivity through the use of modern inputs, thereby generating substantial surpluses which can be sold to pay for inputs and generate increases in farm incomes.

This paper summarizes the results from data collected during the study’s second year, 1997/98. The analysis is based on a sample of 210 smallholder farmers in Nampula Province using three different sets of production practices: the DNER/Sasakawa- Global 2000 Program (DNER/SG) high-input package (improved open-pollinated maize, 100 kg/ha each 12-24-12 and urea fertilizer on credit); improved planting and weeding practices only (using local seed, without fertilizer); and a control group of farmers using traditional practices (no improved seed or fertilizer). IDENTIFYING POLICY RELEVANT VARIABLES FOR REDUCING CHILDHOOD MALNUTRITION IN RURAL MALI AgEcon

The paper uses OLS and Logit analyses of household survey data to identify and compare determinants of the health and nutritional status of Malian children living in three distinct agricultural production zones (cotton, millet/sorghum, and irrigated rice). These preliminary results suggest that improvements in health center coverage (e.g., reducing the average distance to a health center from 20 to 10 kilometers) and more diversity in complementary foods after six months of age (two or more different foods during a 24 hour period) have the potential to significantly improve standardized height for age scores.
