Welfare program dependency and expenditures rise during recessions, while income tax revenues from working people fall. Thus, now that states are responsible for their own welfare programs, they need to know how responsive their citizens are to workplace and safety net opportunities. This paper investigates household welfare program and labor force participation behavior. A choice-theoretic model is developed and estimated for each of the four census regions (Northeast, Midwest, South, and West) using cross-sectional data on households, labor markets, and policies. We show that household responses to welfare program parameters do differ regionally. But we find that labor supply does not depend on welfare program participation or program payoffs.... |

This technical report contributes to NC 1014's efforts to understand and improve the contribution of rural financial markets for rural growth. We investigate the ‗export-led growth' hypothesis about rural development, with particular emphasis on the implications of regional current account surpluses/capital account deficits, and deposits in commercial banks. We find that in just one case, subsequent rural deposits depend positively on prior rural export sector activity. But these deposits do not appear to support local investment: both subsequent rural employment and rural income growth are significantly negatively correlated with initial export intensity. |

Welfare recipiency declined and labor force participation increased differentially across the United States over the past decade. This paper investigates whether this is due to the differences in opportunities, behavior, or state welfare program parameters. A model of labor force and program participation choice is developed and estimated. The welfare and labor force participation of midwestern families categorically eligible for Temporary Assistance for Needy Families (TANF) income support is compared to participation choices by families in the rest of the United States. This article considers the impacts of (de)coupled farm sector support on the locations of farming and agro-industrial activity. An economic geography model is developed which has two types of regions, one with extensive agricultural production (rural), the other with intensive farming that is more densely populated (urban). The farm and agro-industrial sectors are vertically linked. A service sector that is not directly linked to either basic industry is also explicit. We show that coupled and decoupled subsidies affect the spatial distribution of farming, industry, and service sector activity.
