The paper provides a methodology which is suitable for the analysis of the social cost of disease and the benefits and cost of health intervention by integrating public health analysis and economics. The approach developed in the paper is applied to food-borne diarrhea in Rwanda. The results suggest that both prevention and treatment are socially very profitable. However, simple treatments such as Oral Rehydration Therapy have a higher social rate of return than prevention. The implications of several co-financing scenarios are analyzed and compared to respective lump-sum transfers using an interactive linear programming approach. The results reveal that regional choices on agri-environmental measures are strongly influenced by the co-financing system leading to distortions. The extent of these distortions depends on the specific regional preferences and restrictions to be considered in the policy-making process. Financing agri-environmental programmes in the European Union (EU) takes place in a multi-level system with mixed co-financing and shared financial responsibilities. In this paper we analyse how co-financing influences policy-making in regions taking the case of the agri-environmental programme in Saxony-Anhalt. Using an interactive linear programming approach the implications of several co-financing scenarios are analysed. EU co-financing certainly enhances the financial volume for the agri-environmental programme in Saxony-Anhalt; but as regional policy-making is distorted by the scheme of mixed co-financing as compared to unconditional financial transfers, the priorities for measures vary depending on different EU co-financing scenarios. The main objective of the paper is to study the importance of regional preferences in financing agri-environmental programs. The analysis is based on results of a case study conducted in South-eastern Poland. As environmental protection in agriculture is complex and often considered in political strategies, it is worth analyzing the differences in perception of the respective environmental objectives from a regional perspective. Taking into account natural conditions and the economic situation in agriculture in the voivodship Podkarpackie, the question is, how regional objectives could be achieved effectively with a given budget. Within this paper, we present an interactive modelling approach to support budgeting decisions at the program level and discuss its potential and limitations to contribute to more objective-oriented policy-making. The central feature of the approach is a linear optimisation model which is interactively defined and used together with the Ministry of Agriculture and the Environment in Saxony-Anhalt, Germany. In einer Studie wurden die volkswirtschaftlichen Kosten verschiedener Produktionsverfahren und Szenarien der Strom- und Wärmeproduktion aus Biogas auf der Basis von Mais und Rindergülle untersucht. Gemessen an alternativen Maßnahmen, verursacht die staatliche Förderung der Bioenergieproduktion aus Biogas, durch das Erneuerbare-Energien-Gesetz (EEG), hohe volkswirtschaftliche Kosten. Die CO2-Vermeidungkosten variieren zwischen 289 und 691 €/t CO2äq in den untersuchten Produktionsverfahren und Szenarien. Der Subventionsaufwand beläuft sich auf 310 bis 596 €/t CO2äq. This article focuses on the social rate of return to plant breeding investment in Germany between 1980-2000. Starting point of the analysis is the development of total factor productivity which is decomposed into the effects of factor input and research investment. Information on investment in plant breeding have been obtained via questionnaires sent to both private plant breeding companies and public research organizations. The empirical results suggest significant underinvestment in German plant breeding research, as the calculated social rate of return is in the range of 16 to 28%. Planning agricultural and environmental programmes has become a complex task. In this paper we show how interactive programming can help to solve such complex policy decision-making problems. The basic linear programming model is implemented with Excel. We show, for a hypothetical agricultural and environmental programme, how the approach can be used in an interactive way between scientists and policy decision-makers. The approach allows to visually demonstrate and quickly assess the consequences of changing assumptions and framework conditions on the programme design. It could effectively improve the quality of policy decision-making support; it requires the actors’ willingness, of course, to engage in a real dialogue. In this paper we present a programming approach to analyse the EAFRD budget allocation in Saxony-Anhalt. The approach has been interactively developed with representatives from our partner Ministry. The model is used to analyse and discuss optimisation potentials and the effects of reduced budget availabilities facing Saxony- Anhalt. The results obtained reveal a rather high optimisation potential and reflect the importance of the co-financing modalities within the EAFRD and the GAK context.
