It is generally accepted that agricultural production is characterized by increasing returns to scale. In this paper we examine the evidence allegedly supporting this assertation and come to the conclusion that the hypothesis of increasing returns is not warranted. The essence of our argument is that if increasing returns were important we would have seen huge "food factories" dominating the industry. Instead, the dominating form of organization is the family unit and farms come in a multitude of sizes--as can be expected in a constant cost industry. |

The paper reports a study of the operation of the breeding system in the milk herd in Israel. Basic notions in quantitative genetics are explained and incorporated in a simulation model which is used to illustrate and analyse the selection process. Particularly emphasised are the traits common to selection and other research and development effort; among them, search, limited information, and biological and technical constraints. Differential technical changes affected the structure of the milk producing industry and its measured productivity; these effects are discussed in the last part of the paper. |

Direct commands, market based, or combined, whichever is the government's mean of intervention, is expected to raise political lobbying and pressure. This study offers a political-economic model of an industry, which is regulated by an integrated system of both direct and market based policies. The model is used for a normative theoretical analysis and as a basis for a structural econometric framework. Exploiting a unique data set that describes the regulations of irrigation water in Israel during the mid eighties by means of quotas and prices, the political and technological parameters of the model are structurally estimated and used to assess the relative efficiency of quotas, prices and integrated regulation regimes. |
