In 2008 the Canadian government passed amendments to the Environmental Protection Act requiring five percent ethanol in transportation fuels sold in Canada by 2010 and two percent renewable content in diesel and heating fuels by 2012. Agricultural commodity and other groups have lobbied for further marketplace intervention that would ensure the biofuel needed to meet the legislated requirement be produced from domestic sources. Indeed, many of these special interests would like the biofuels content increased from five to ten percent and for the increase to be met by domestic firms only. A long history of producing mostly for the domestic market led to institutions and “"ways of thinking"” that left Canadian producers ill prepared for major exposure to the severe demands of the international market place. The industry expansion that started in earnest in the mid-1980s led by enthusiastic producers and supportive government policies developed into a situation where suppliers became vulnerable to the closure of export markets. Efforts by governments to negotiate international trade accords to prevent indiscriminate border closures ultimately proved fruitless in the face of the BSE discovery in Canada. IMPACTS OF GLOBAL WARMING ON CROPPING PRACTICES IN ALBERTA AgEcon

A Target MOTAD farm-level model was developed to assess the expected impacts from global warming on representative grain and oilseed farms in Alberta. It was found that a warmer climate would increase crop yields and length of the cropping season. Net returns and shadow values of land would increase substantially. Price risk generally was more important than yield risk under simulated warmer climates.

Alberta's Water for Life Strategy: Some early indications of its acceptance by the irrigation industry in Southern Alberta AgEcon

Water is essential for sustainable agricultural development - for irrigation of crops, livestock watering, processing, and sustaining farm families. Agriculture uses 71 percent of all water diverted for consumptive use in Canada (Environment Canada, 2004), and is by far the greatest water consumer in Canada. In the absence of a Canadian national water strategy, Alberta has developed a long-term water management plan called the Water for Life Strategy. Its successful implementation will depend largely on the participation of irrigators. Water is one of many economic drivers for southern Alberta. Industries such as intensive livestock operations and food processing depend on irrigation infrastructure for water. Lethbridge is the location most often associated with irrigation, though much of the irrigation is actually located east (Taber to Medicine Hat) and northeast (Strathmore to Brooks) of Lethbridge. Multidisciplinary research projects are needed to analyze and document the stream flow requirements of aquatic and riparian ecosystems; such research would allow the development of river regulation strategies that preserve these ecosystems. FUNDAMENTAL AND INDUCED BIASES IN TECHNOLOGICAL CHANGE IN CENTRAL CANADIAN AGRICULTURE AgEcon

A new procedure is developed to estimate innovation possibility frontiers and test for biases in technological change. Using data on four inputs (land, machinery, chemicals and labour) from central Canada (Ontario and Quebec) over the period 1926-1985, we find that the innovations possibilities frontier shifts neutrally over time. This is consistent with Ahmad's model of induced innovations, but is not consistent with de Janvry's application of Ahmad's model to the historical development of Argentine agriculture. Agricultural research in Canada has been conducted with the objective of developing cost minimizing technologies. Empirical support was found for this notion in the development of the innovation possibilities frontier.

Ethanol and Biodiesel in Canada: Can They Help Meet Canada's Kyoto Commitment? AgEcon

The Canadian government ratified the Kyoto Protocol in December 2002. The protocol calls for greenhouse gas emissions to be reduced by 6 percent below the 1990 level (approximately 35 percent below what they are expected to be in a business-as-usual situation) by 2008–2012. To help meet this target, both federal and provincial governments in Canada have developed programs (in some cases mandates) for ethanol and biodiesel production and use in fuel blends. Various subsidy schemes have been designed to stimulate development of a biofuels industry in Canada. Cooperatives throughout North America are consolidating at an increasing rate and for a variety of reasons. While many cooperatives merge with others or are acquired to achieve greater economies of scale, several fail due to changes in the external economy, which make them redundant. Often, such redundancy is reflected in a heightened sense of member dissatisfaction. Many argue that such dissatisfaction is likely to arise in cooperatives as a result of principal-agent problems. THE RELATIONSHIP BETWEEN PRICE STABILIZATION AND CYCLES IN THE CANADIAN WHEAT MARKET AgEcon

In this study, moving average price stabilization schemes were analyzed under the assumption of rational expectations. It was shown that moving average price schemes may induce cyclical behavior into market prices where no cyclical pattern previously existed. Moving average price stabilization schemes are important to Canadian agricultural policy analysis because they are a characteristic of stabilization programs in Canada. Indeed, the Agricultural Stabilization Act, introduced in 1975, and the Gross Revenue Insurance Program, introduced in 1991, use moving average prices to calculate returns to producers.

Water resources are being stretched to the limit in Alberta and irrigation activities account for more than 70 percent of consumptive water use in the province. Conflicts among users and potential users may be looming. Pollution of surface water and groundwater and outbreaks of water-borne pathogens have been increasing. Freshwater systems are likely to deteriorate further with impending climate change. The appearance of BSE in the Canadian beef herd brought immediate financial hardship to the industry due to the immediate closure of export outlets to Canadian beef, live animals and by-products. Nobody knew how long the border would stay closed and many worried that the Canadian beef industry could not survive a prolonged disruption of markets for beef. Previously, producers in Canada had enjoyed secure access to markets for beef around the world, with most of the exports destined for the United States, Mexico, Japan and South Korea.
