Social Benefits of Multifunctional Agriculture in Finland AgEcon

This study aims at assessing the costs and benefits of multifunctional agriculture, and it is one of the very first studies using a quantitative approach to this new subject. The starting point is that if current farm subsidies are regarded as means to maintain the multifunctional characteristics of agriculture, what happens if subsidies are reduced. The effects of the decline in agricultural support on multifunctional characteristics of agriculture in Finland are estimated using the cost-benefit analysis (CBA). Only a part of the consequences can be assessed by the CBA due to lack of data on the economic value of many elements of multifunctional agriculture. Impacts of agricultural trade and market liberalization of food security in developing countries: comparative study of Kenya and Zambia AgEcon

The introduction of agricultural reforms has debatable effects on food security in developing countries. This research investigates how such effects influenced maize supply in two developing countries which were among the first to introduce agricultural reforms. Conclusions from the research suggest that agricultural reforms led to mixed results. This may be attributed to the sometimes stop-go nature of reform implementation. The mixed results are reflected in the weak maize output response to price changes. Towards a Theory of Policy Making AgEcon

The paper presents a theory of policy timing that relies on uncertainty and transaction costs to explain the optimal timing and length of policy reforms. Delaying reforms resolves some uncertainty by gaining valuable information and saves transaction costs. Implementing reforms without waiting increases welfare by adjusting domestic policies to changed market parameters. Optimal policy timing is found by balancing the trade-off between delaying reforms and implementing reforms without waiting. Our theory offers an explanation of why countries differ with respect to the length of their policy reforms, and why applied studies often judge agricultural policies to be inefficient.

Finnish Citizens' Attitudes towards Multifunctional Agriculture AgEcon

This paper examines Finnish citizens' attitudes towards multifunctional agriculture and further, the connections among these attitudes, consumers' willingness to pay, and some socio economic factors. Attitudinal dimensions were executed by using factor analysis. The respondents (N=1300) were distributed into clusters based on their attitudes. It would be expected that people who have positive attitudes, would also state high values of WTP. Instead, this study suggests that attitudes and open-ended WTP do not have a positive relation. Demand for and Value of Credence Characteristics: Case Beef AgEcon

The aim of this study is to evaluate both qualitatively and quantitatively the value of new information about and the information systems set for credence characteristics of beef. Economics of information is our theoretical framework. Bioenergy production in Finland and its effects on regional growth and employment AgEcon

Finnish national climate and energy strategy sets the share of renewables in energy use to 38%, and a significant amount of this should be covered by biomass based energy. In 2020 forestry is set to contribute 24 TWh and agriculture 4-5 TWh to energy production. In particular, bioenergy resources are considerable in the rural areas. However, the regional aspects have gone without investigation before this study. This study is a general equilibrium analysis. Consumer Preferences Regarding Multifunctional Agriculture AgEcon

Multifunctionality is one of the key issues and concepts in European agriculture and in the common agricultural policy. Its importance is further emphasized in the context of the WTO negotiations. Stronger emphasis on multifunctionality will also have significant impacts on the food and agribusiness sector. Yet, so far consumers' views on multifunctionality have mostly been neglected in both policy planning and research. This paper presents one of the first major surveys on consumers' attitudes towards and willingness to pay for multifunctional agriculture. The study is based on a modern computer aided interviewing system and the contingent valuation method was employed to find out the WTP.

The Economics of Delaying Policy Change: An Application to the 1992 CAP Reform AgEcon

Positive political economy is usually concerned with economic explanations of observed policy choices, while the timing of a policy reform has not gained similar attention. This is somewhat surprising since policy makers most often are free to decide both the design and timing of a policy reform. Drawing on insights from recent developments in the finance literature on investment under uncertainty, here we apply the idea of option value to the analysis of government policy making. Multifunctional Policy Measures for Multifunctional Agriculture AgEcon

While agricultural policies in Europe place ever greater emphasis on the importance of agricultures' multiple roles, it is difficult to find policy measures designed specially for multifunctionality. The aim of our study is to identify actual and preferred policy measures to improve or to maintain the multifunctional role of agriculture, or both. We used the applied policy Delphi method to interview 24 Finnish experts in order to map a preferred set of policy measures to truly enhance multifunctionality. The results indicate that Finnish experts prefer targeted measures based on different national, regional and local agricultural conditions, but may be unaware of the costs these targeted policies might cause.

Our objective is to assess how much consumers are willing to pay (WTP) for meat products, of which e.g. origins and production practices are known, especially with regard to safety issues. Results indicate that 59 % of Finnish consumers are willing to pay more to get information about safety and quality of beef products. DETERMINANTS OF AGRICULTURAL PROTECTION IN FINLAND (1931-1990) AgEcon

This study analyzes the determinants of changes in Finnish agricultural protection and investigates a series of theoretical hypotheses concerning the determinants of agricultural protection. Our empirical econometric analysis uses annual data from 1931 to 1990 for 9 agricultural commodities. The results support the hypotheses that changes in agricultural protection are induced by changes in the structure of the economy which affect the distribution and the size of costs and benefits of protection. Variables that measure the impact of those changes, such as relative income in agriculture, the share of farmers in the employment, the share of food in total consumers expenditure, and the self sufficiency rate, are found to be empirically important.
