By broadening the definition of an ecosystem to include economic activities, can we better characterize the interactions and relationships among agricultural activities and important indicators of ecological system health? This paper addresses research approaches for assessing the role of agriculture in an ecosystems context. Environmental regulation and resource management policies have heightened the interest in understanding interactions among agricultural activities and the natural resource base, including the impacts of agriculture on environmental quality and the impacts on agriculture of ecosystem restoration efforts. A myriad of local, state, and federal laws and regulations exist with the intent to assure consumers a "safe" food supply. This paper addresses some of the economic aspects of federal food safety laws and regulations. A brief summary of federal food safety legislation and programs is offered, with some assessment of issues which impact on the performance of these programs. Finally, broad alternatives to current federal programs are enumerated along with each alternative's potential consequences in economic terms.

This paper discussed food quality issues associated with both food safety and food nutritional content. Policy approaches to satisfying consumer demands for safe, nutritious food are described from administrative as well as economic perspectives. Current priority issues include instituting better ways of reducing risks from microbial pathogens, from agricultural chemical residues, and – on the nutritional front – enhancing the nutritional profile of consumers' diets. Nutrition labeling changes have been achieved. Thus, dietary change must be attained primarily through effective means of enhancing nutritional knowledge, changing attitudes and, ultimately, behavior.
