Organic farming is increasingly recognised, by consumers, farmers, environmentalists and policy-makers, as one of a number of possible models for environmental, social and financial sustainability in agriculture. It has taken a long time to get this far. Organic farming’s roots can be traced back more than 100 years. Certified organic production dates back 25-30 years (70 years in the case of Demeter-certified bio-dynamic production). Yet little more than one percent of agriculture in Europe is organic, and much less than that in other parts of the world. Many have argued that organic farming will never capture the hearts and minds of the majority of farmers, because it is too idealistic and restrictive. What is needed, they argue, is an intermediate... |

This report was presented at the UK Organic Research 2002 Conference. Since the late 1980s, policies to support organic farming have become widespread in Europe, in particular in the context of agri-environmental and rural development measures. Policies, originally focused on supporting conversion to and continued production, have been modified to recognise the need for the integration of marketing and information activities, in some cases delivered through national or regional action plans, examples of which are considered. The need for a strategic action plan at the European level has been identified and is under development. The outcome of this and the development of post Agenda 2000 organic farming policies to embrace an enlarged European Union is the... |

Organic farming is an approach to agriculture that emphasises environmental protection, animal welfare, food quality and health, sustainable resource use and social justice objectives, and which utilises the market to help support these objectives and compensate for the internalisation of externalities. Since the early 1990s, the organic sector has grown rapidly across Europe and globally, thanks to a combination of strong consumer demand, developing regulatory frameworks, direct financial support and insecurity in the conventional agricultural sector. The sector’s success in utilising the market to support the broader public good goals has been seen as a role model for mixing market and public support mechanisms in agriculture, but the market has also... |

In 2004, the European Action Plan for Organic Food and Farming was launched. Many European countries have also developed national Organic Action Plans to promote and support organic agriculture. As part of the EU funded ORGAP project (“European Action Plan of Organic Food and Farming - Development of criteria and procedures for the evaluation of the EU Action Plan for Organic Agriculture”) a toolbox to evaluate and monitor the implementation of national and European Action Plans has been developed. In order to communicate the results of this project as widely as possible, a practical manual for initiating and evaluating Organic Action Plans has been produced. This manual has been created to inspire the people, organisations and institutions... |

This overview report brings together the data for the six years from 2006/07-2011/12 to see how the performance of organic farms has really been affected by the economic downturn. It shows that for most farm types, the profitability of organic farms has held up much better than might have been expected from the retail market trend data. The overviews also show that for most farm types, the performance of organic farms remains comparable with that of similar conventional farms. However, certain farm types such as horticulture have fared much worse than others. The report is based on the analysis of farms included in the Farm Business Survey in England and Wales that have more than 70% certified land. The results are presented by farm type groups... |

Over the last decade the development of Organic Action Plans (OAPs) has gained momentum as a mechanism for achieving a more integrated and balanced approach to organic policy-making in different European countries and at EU level. However the uptake, effectiveness and continuity of OAPs can vary significantly from country to country. For inst ance differing government priorities, the lack of ring-fenced public funding and the expectation that the organic sector should take the lead rather than government can impede the development of OAPs. This guide looks at the current status of OAPs in EU and EFTA countries with a special focus on plans at national and regional level and an in-depth analysis of six OAPs in the Czech Republic, Denmark, France, Germany,... |

This report was presented at the UK Organic Research 2002 Conference. On organic dairy farms, computer simulation models can be used to predict more rapidly and at less cost than field trials the outcome of changes to management strategies or physical resource inputs. Such models need to be validated with data from existing organic dairy farms to ensure that the predictions made are realistic. As part of a larger organic dairy farm modelling project, this study will use data from 2 contrasting organic dairy systems at Ty Gwyn research farm, to validate a whole farm dairy system model developed by the Scottish Agricultural College. The model will be used in future work to identify the most productive and resource use efficient organic dairy systems across a... |

The role of farms as providers of public goods has long been recognised, and measuring performance in this area is of increasing interest to policy makers, in light of the approaching Common Agricultural Policy reform. The Organic Research Centre has been working on this topic in recent years, through the development of sustainability assessment tools. The latest outcome from this process is a ‘Public Goods’ assessment tool, developed through a Natural England funded project which aimed to evaluate the benefits accruing from organic management and entering into an Organic Entry Level Stewardship (OELS) agreement. This paper describes the development of the Public Goods (PG) tool, and what has been learned in the process. |

Quantitative sector models are an essential tool to forecast the sector-wide economic effects of agricultural policies. However, to cover ecological effects with economic sector models is still a methodological challenge. This poster describes a promising approach, which is currently implemented at the Research Institute of Organic Agriculture (FiBL) to meet this challenge. CH-FARMIS is a sector consistent farm group model, which is able to forecast economic impacts of policies on farm, regional and sector-level. In a flexible way, CH-FARMIS is able to split up the farm sector in farm groups according to various characteristics (region, farming system, farm type, etc.). CH-FARMIS is based on positive mathematical programming (PMP) to allow for a realistic... |

QLIF researchers have collected data on the environmental and economic impact of a series of production measures. This will be the basis for this workshop which aims to analyse the efficiency of organic and low-input systems concerning the use of land, nutrients, water energy, and climate change scenarios. Economic efficiency of different production systems with implication for markets and prices will be analysed. Furthermore, we will explore to which extend consumers value environmental benefits. |

The supply situation for Welsh organic meat Organic production in Wales has been developing steadily in the last five years, with particular emphasis on organic cattle and sheep production. This was despite over-supply conditions in some sectors, notably dairy, following the very rapid growth in 1999/2000. Between the end of 2002 and end of 2005, the number of holdings increased by 12% to 688, and the certified land area increased by 29% to 71,000 hectares, of which more than 90% is grassland. Growth in Wales has exceeded other parts of the UK, reaching 5% of agricultural land by end 2005. More rapid growth is projected for 2006 and possibly 2007. Organic cattle and sheep numbers have also increased steadily between 2003 and 2005, with total cattle... |

This paper presents a new approach to evaluate the cost effectiveness of agrienvironmental policies at agricultural sector level. On the basis of the sectorconsistent, comparative-static, farm group model FARMIS, the determinants of policy cost-effectiveness at sector level are addressed: Firstly, intensity levels for the FARMIS activities are defined in order to model uptake of agri-environmental policies with FARMIS, secondly, life-cycle assessment data is attached to these intensity levels to determine environmental effects of the policies and thirdly, public expenditure is calculated under consideration of transaction costs. This paper concludes discussing potential applications and the methodological challenges of the approach. |

Organic agriculture world-wide offers the promise of a future to produce and distribute food and other farm products in a healthy, ecologically sound, truly sustainable and fair way. The full benefits of organic agriculture are just now being realized—from ecosystem services to the provision of healthier food - yet, to reach its full potential organic farming needs to address many challenges. While organic agriculture has grown in strength and is in the most favorable position it has ever been in with respect to market conditions, government policies and international institutional support, it still does not have adequate resources to continue its expansion. The Technology Innovation Platform of IFOAM (TIPI) has developed a vision and an agenda to advance... |
