Resource efficiency of organic and low input systems in comparison to intensive agriculture Organic Eprints

QLIF researchers have collected data on the environmental and economic impact of a series of production measures. This will be the basis for this workshop which aims to analyse the efficiency of organic and low-input systems concerning the use of land, nutrients, water energy, and climate change scenarios. Economic efficiency of different production systems with implication for markets and prices will be analysed. Furthermore, we will explore to which extend consumers value environmental benefits.

Organic farming is an approach to agriculture that emphasises environmental protection, animal welfare, food quality and health, sustainable resource use and social justice objectives, and which utilises the market to help support these objectives and compensate for the internalisation of externalities. Entwicklung und politische Rahmenbedingungen des ökologischen Landbaus in Europa Organic Eprints

Der Beitrag schildert die Entwicklung und politischen Rahmenbedingungen des ökologischen Landbaus in der EU, wo er in den letzten Jahren aufgrund einer Reihe von Faktoren stark zugenommen hat. Politische Maßnahmen in den Bereichen direkte Flächenförderung zur Umstellung und Beibehaltung des ökologischen Landbaus, staatlich anerkannte Richtlinien und Förderung der Marktstruktur, Regionalentwicklung, Beratung und Forschung werden betrachtet. Dabei zeigt sich, dass einzelne Maßnahmen entgegengesetzt wirken können. In einigen Ländern wurden gute Erfahrungen mit integrierten Aktionsplänen gemacht, ein Weg, der jetzt auch auf europäischer Ebene diskutiert wird und auch in Zukunft dem ökologischen Landbau günstige Rahmenbedingungen schaffen könnte.

In 2004, the European Action Plan for Organic Food and Farming was launched. Many European countries have also developed national Organic Action Plans to promote and support organic agriculture. As part of the EU funded ORGAP project (“European Action Plan of Organic Food and Farming - Development of criteria and procedures for the evaluation of the EU Action Plan for Organic Agriculture”) a toolbox to evaluate and monitor the implementation of national and European Action Plans has been developed. Ökonomische Modellierung der Umweltwirkungen und Kosten des Biolandbaus auf Sektorebene Organic Eprints

This paper presents a new approach to evaluate the cost effectiveness of agrienvironmental policies at agricultural sector level. On the basis of the sectorconsistent, comparative-static, farm group model FARMIS, the determinants of policy cost-effectiveness at sector level are addressed: Firstly, intensity levels for the FARMIS activities are defined in order to model uptake of agri-environmental policies with FARMIS, secondly, life-cycle assessment data is attached to these intensity levels to determine environmental effects of the policies and thirdly, public expenditure is calculated under consideration of transaction costs. This paper concludes discussing potential applications and the methodological challenges of the approach.

CH-FARMIS 2.0: A Sector-Model to Assess the Economic and Environmental Impacts of Swiss Direct Payment Schemes Organic Eprints

Quantitative sector models are an essential tool to forecast the sector-wide economic effects of agricultural policies. However, to cover ecological effects with economic sector models is still a methodological challenge. This poster describes a promising approach, which is currently implemented at the Research Institute of Organic Agriculture (FiBL) to meet this challenge. CH-FARMIS is a sector consistent farm group model, which is able to forecast economic impacts of policies on farm, regional and sector-level. Reducing Global Warming: The Potential of Organic Agriculture Organic Eprints

Climate change mitigation is urgent, and adaptation to climate change is crucial, particularly in agriculture, where food security is at stake. Agriculture, currently responsible for 20-30% of global greenhouse gas emissions (counting direct and indirect agricultural emissions), can however contribute to both climate change mitigation and adaptation. The main mitigation potential lies in the capacity of agricultural soils to sequester CO2 through building organic matter. This potential can be realized by employing sustainable agricultural practices, such as those commonly found within organic farming systems. Avant-propos La Commission européenne a publié en juin 2004 le Plan d’action européen pour l’alimentation et l’agriculture biologiques. Avec ce plan, la Commission visait à évaluer la situation de l’agriculture biologique et à fonder les bases de développement de sa politique future. Au niveau national, de nombreux gouvernements ont également développé des plans d’action pour promouvoir l’agriculture biologique. English Organic Producer Survey 2013 Organic Eprints

This report summarises the results of a survey carried out with English organic producers in November and December 2013 as part of the Organic Data Network Project. There are approximately 2724 English organic producers and 223 of these participated in the survey, a response rate of just over 8%. The sample is not representative of the total population of English organic producers, see the data collection and analysis section for more details, but gives a snapshot of the situation for a large number of producers. The survey covered a range of farm types, though completed surveys showed greater coverage of beef and sheep and under-coverage of cereal holdings. The geographical distribution showed a slight under-coverage of the east of the country....

Im Jahr 2010 wurde von der BLE eine Evaluation des seit 2001 bestehenden Bundesprogramms Ökologischer Landbau (BÖL) in Auftrag gegeben. Ziel der 2010 gestarteten Evaluation zum FuE-Bereich war es, die Relevanz der Forschung, ihre Wirksamkeit sowie die Effizienz des Mitteleinsatzes zu prüfen, zu bewerten und Empfehlungen zur Optimierung zu unterbreiten. Den Rahmen lieferten eine Analyse der Maßnahmen und Ziele des BÖL und ein daraus entwickeltes Wirkungsmodell. Neben einer Auswertung von Programmdaten der BLE wurden rund 80 Projekte durch externe Wissenschaftler und Praktiker begutachet, eine Online-Befragung von Projektleitern und Interviews mit Sektorakteuren, Mitarbeitern der BLE und externen Gutachtern durchgeführt. Influence of policy support on the development of organic farming in the European Union Organic Eprints

The paper explores the influence of policy support on the development of the organic sector. Policies include the agri-environment (EU Regulation 2078/92), the EU regulation 2092/91 defining organic crop-production in statutory terms and policies to support market and regional development and the information provision of organic farming. Policy makers have been interested in organic farming for its environmental and health benefits and the potential to contribute to the goals of regional development programmes. The evaluation suggests that the variation in support policies alone can not explain the different rates of conversion to organic farming in the EU.

Review of the market for Welsh organic meat, 2007 Organic Eprints

The supply situation for Welsh organic meat Organic production in Wales has been developing steadily in the last five years, with particular emphasis on organic cattle and sheep production. This was despite over-supply conditions in some sectors, notably dairy, following the very rapid growth in 1999/2000. Between the end of 2002 and end of 2005, the number of holdings increased by 12% to 688, and the certified land area increased by 29% to 71,000 hectares, of which more than 90% is grassland. Growth in Wales has exceeded other parts of the UK, reaching 5% of agricultural land by end 2005. More rapid growth is projected for 2006 and possibly 2007. Long term trends in the financial performance of organic farms in England and Wales, 2006/07-2011/12 Organic Eprints

This overview report brings together the data for the six years from 2006/07-2011/12 to see how the performance of organic farms has really been affected by the economic downturn. It shows that for most farm types, the profitability of organic farms has held up much better than might have been expected from the retail market trend data. The overviews also show that for most farm types, the performance of organic farms remains comparable with that of similar conventional farms. However, certain farm types such as horticulture have fared much worse than others. Organic Centre Wales, supported by Farming Connect, is benchmarking organic dairy, beef and sheep enterprises. The results provide a good basis for understanding the financial contribution of individual enterprises to the farm business, as well as a better basis for price setting. European organic farming policies: an overview Organic Eprints

Organic farming has expanded rapidly in Europe since the 1980s. A key factor is the widespread use of policy support in recognition of environmental and other benefits. Agri-environmental payments are the main form of support. In 2003, almost 54% of the certified organic land area in the EU27 & CH was supported at a cost of €635 million. The increase in supply thus stimulated led to a broader mix of meas-ures, including research, training, advice, consumer promotion and market development. Many states have adopted an integrated action plan approach to optimise the policy mix.
