The ecosystem and the economic subsystem are interlinked. In fact, it is the overconsumption of scarce resources or the overproduction of bad outputs at economic system level that causes a great part of the imbalances at the ecosystem level. Some imbalances do not originate at the economic system level, but are due to external factors. Given the possibility of external shocks, respecting static sustainability thresholds is not a guarantee for system sustainability. In a dynamic setting, the concept of resilience is therefore helpful. In this paper we show how this concept can complement the traditional efficiency approach to come to a sustainable value creating economic system. |

Within the globalizing world, regions and their identities are subjected to great pressure. At present, places are engaged in a process of “territorial competition” in an integrated world economy. The identity of the region can be used as a starting point to brand a region and differentiate it from others. In the regional branding process, the region as a whole becomes a product or brand and offers a “basket” of regional products and services. Regional branding is aimed at creating a more distinctive image or reputation, which helps to increase regional competitiveness. This paper discusses the possibility of regional identity as a mobilizing force for rural development, by studying best practice examples of regional branding. Using the grounded theory... |

Traditionally, the family farm has always been seen as a cornerstone of the agricultural production system. Given social, economic and political evidence (Calus, 2009), this organisational form might still continue to shape agricultural development. However, important changes in social and economic environment (e.g. industrialisation of agriculture, increased risk level and public vision on agriculture) become threats to the traditional model. A SWOT analysis of the family farms indicates the various intrinsic characteristics that make family farms resilient to changing conditions. Even in a changing economic and social landscape these aspects provide them with building blocks for creating new organisational forms or institutional arrangements. This paper... |

A new method for analysing environmental efficiency, based on the materials balance, is proposed. With this method, an environmental allocative efficiency measure can be defined analogously to the more commonly used economic allocative efficiency. Nutrient surplus in pig fattening, a typical balance indicator, is used to illustrate the concept in a two input one output case. The materials balance based efficiency analysis is elaborated using data envelopment analysis (DEA). Results are compared with those of more common, merely input or output oriented DEA approaches. A main conclusion is that, ignoring the balance feature of environmental issues such as nutrient surplus might be a main reason why traditional integral analyses of economic and... |

The paper discusses an ex ante evaluation of the derogation on the Nitrates Directive for Flanders, Belgium, which is a case of intensive but highly productive livestock areas. The aim is to develop an accurate simulation model to detect small differences in manure surpluses caused by changes of manure production and/or utilization. The system of models consists of various modules to fine tune the calculations of manure production, fertilizing behaviour and manure allocation and disposal on and off farm. The results show that derogation may cause the existing manure surpluses to expire, if only nitrogen limits are considered and no transactions costs are taken into account. When also phosphate fertilization limits are considered, the increase in manuring... |

A farm model is developed for simulating the potential income change resulting from conversion to organic farming. The model uses conventional farm data, taken from the Belgian FADN. Given the normative character of the model, and the impossibility of calibration to historical conversion behaviour, two model variants, a rigid and a flexible, are created to broaden the analysis scope. Moreover, extra attention is paid to the verification process and sensitivity analysis. Results reveal that the economic potential for conversion is rather high, if farmers are willing to change their farm management sufficiently. Furthermore, conversion potential depends on the farm type and conventional farm characteristics. The model finally proves to be an interesting tool... |

institutions of sustainability (PIoS), which are sets of rules that a series of private actors voluntary follow to reach a sustainability target. Within PIoS, a strong position on sustainability themes is used as a mean to maximize private utility. Consequently, there is a potential win-win situation for both the private actors and the society. Typical for these multistakeholder PIoS is their hybrid configuration. Ménard (2004) introduced the concept of hybrids as an intermediate between pure anonymous spot markets and firms as hierarchies. It is a governance structure where actors have transferred part of their autonomous property rights to others, in order to allow for some coordination between partners. One of the main examples of PIoS in the food... |

In intensive animal husbandry areas surface water N and P concentrations often remain too high. The Water Framework Directive calls for additional nutrient emission abatement measures. Therefore, costs and benefits for possible agricultural measures in Flanders were first analysed in terms of soil balance surplus. Finally, abatement measures for agriculture, households and industry were set off against each other and ranked according to their cost-efficiency by the Environmental Costing Model. Increased dairy cattle efficiency, winter cover crops and increased pig feed efficiency turn out very cost efficient. Other agricultural measures are less cost efficient than for instance collective treatment for households and industry. |

To explain over- and underuse of available quota, Buysse et al. (2007) have integrated the shadow cost of the quota constraint in a quota flexibility function in a positive mathematical programming model. This method and central hypothesis, formulated and tested for the case of Belgian sugar beet farms, is in current paper extended and confirmed for the cases of Flemish dairy quota and manure emission rights. Despite the different organisation, objectives and implementations of the diverse quota systems, the results are similar. A higher utilisation of quota is significantly driven by the quota rent, but farm characteristics are also important and the effect declines with increasing quota rent. Regardless the quota, the dairy quota flexibility behaviour of... |

Within the framework of the nitrate directive, member states have the possibility to apply for derogation, i.e. increasing fertilization standards under certain conditions. Several EU regions have made use of this possibility but all in a different way. In 2009, 6 different derogation policies were worked out. This paper focuses on the differences between the applied policies and makes an assessment of the impact of these differences on the application rate of derogation, the manure surplus and the costs to allocate the manure. Based on the MP-MAS model described by Van der Straeten et al. (2010) the different scenarios are applied on a single case area (Flanders) and the economic effects have been simulated. Results show large differences between the... |
