Siden 2002 har mellom 150 og 200 produsenter årlig meldt seg ut av Debio. Den viktigste årsaken var for mye byråkrati med kontroll og sertifisering. De som fortsetter med økologisk drift nevner uforutsigbare politiske rammevilkår som viktig utfordring. Økonomiske forhold var viktige årsaker eller problemer for begge gruppene.

Poster: Dropping organic certification - effects on organic farming in Norway Organic Eprints

Numerous studies have examined organic farmers’ characteristics, motives, attitudes and barriers related to the conversion from conventional to organic farming. Recent studies have also discussed the perceived problems and reasons stated by organic farmers for opting out of certified production. In Norway, farmers’ reasons for opting out of certified organic farming have so far just been explored on a regional level or limited to one production; most such analyses have not been published internationally. E.g., it has not been explored if the farmers in question return to conventional practices or exit farming altogether.

Organic dairy farming in Norway under the 100% organically produced feed requirement Organic Eprints

The derogation to use a percentage of cheaper non-organic feeds in organic livestock diets for herbivores expired from January 2008. (In Norway, a maximum 15% of conventional feedstuffs per year was allowed until 24 August 2005, 5% in the interim.) This study aimed to assess changes in resource use and financial impacts for organic dairy herds of the 100% organic feeding rule (compared with 85% organic feeds) using a two-stage stochastic programming modelling framework. Risiko og risikohandtering i økologisk jordbruksproduksjon Organic Eprints

Ofte får gardbrukere erfare at produksjon og inntekt ikke blir som en hadde tenkt seg på forhånd. En gardbruker har aldri full kontroll over de tallrike faktorene som påvirker drifta, og usikre framtidige konsekvenser innebærer risiko. Mange tenker mest på de ugunstige situasjonene en kan bli utsatt for, og som blant anna skyldes avlingssvikt, naturkatastrofer, prisfall og uheldige politikkendringer. I verste fall kan slike forhold rasere inntekter og formuesverdier til gardbrukere. Få driftsøkonomiske studier innen økologisk jordbruk har tatt hensyn til risiko. Risk and Risk Management in Organic and Conventional Cash Crop Farming in Norway Organic Eprints

This study presents empirical insight into organic and conventional cash crop farmers' perceptions of risk and risk management strategies, and identifies socio-economic variables linked to these perceptions. The data originate from a questionnaire survey of farmers in Norway. The results indicate that organic farmers perceived themselves to be less risk averse than conventional farmers. For both groups, crop prices and yield variability were the two top rated sources of risk, followed by institutional risks. Comparing risk perceptions and risk management in organic and conventional dairy farming: empirical results from Norway Organic Eprints

This study was conducted to explore organic and conventional dairy farmers’ perceptions of risk and risk management, and to examine relationships between farm and farmer characteristics, risk perceptions, and strategies. The data originate from a survey of conventional (n=363) and organic (n=162) dairy farmers in Norway. Organic farmers had the least risk averse perceptions. Institutional and production risks were perceived as primary sources of risk, with farm support payments at the top. Compared to their conventional colleagues, organic farmers gave more weight to institutional factors related to their production systems. In economic terms, resilience in farming has to do with the capacity of a farm business to survive various risks and other shocks. Despite its importance, resilience has seldom been directly considered in evaluations of economic sustainability. A whole-farm stochastic simulation model over a 6-year planning horizon was used to analyse organic and conventional cropping systems using a model of a representative farm in Eastern Norway. The relative economic sustainability of alternative systems under changing assumptions about future technology and price regimes was examined in terms of financial survival to the end of the planning period. Norwegian farmers ceasing certified organic production: Characteristics and reasons Organic Eprints

This article examines the characteristics of and reasons for Norwegian farmers’ ceasing or planning to cease certified organic production. We gathered cross-sectional survey data in late 2007 from organic farmers deregistering between January 2004 and September 2007 (n = 220), and similar data from a random sample of farmers with certified organic management in 2006 (n = 407). Of the respondents deregistering by November 2007, 17% had quit farming altogether, 61% now farmed conventionally, and 21% were still farming by organic principles, but without certification. From 2002 to 06, the annual dropout rate of certified organic farmers averaged 7.3%. A project was started in 2007 to explore farmer’s reasons for opting out of certified organic production. Important factors seem to be public regulations including standards for organic farming, agronomy, economy, and farm exit. While many organic farmers with relatively small holdings have opted out, farmers with more land and larger herds tend to convert to organic agriculture. The trend towards larger-scale farms in organic than in conventional agriculture, encouraged by the design of the organic farming payments, challenges the organic principles of diversity and fairness. Means should be considered to ensure that small organic enterprises are also economically viable.

Framtid for økolandbruket? Organic Eprints

Med et offentlig mål om at 15 % av matproduksjonen og -forbruket skal være økologisk i 2015, må norsk økologisk landbruk vokse raskt og mye. Da er det problematisk at mange økobønder slutter. Fra 2004 til 2007 meldte 646 bønder seg ut av Debios kontrollordning for økologisk produksjon. Nettotilveksten i samme periode var bare 177 bruk, slik at det i 2007 var 2611 økogårder i Norge. Andel økologisk jordbruksareal økte fra 3,4 til 3,9 %, noe som er for sakte i forhold til målsetningen.

About eighteen percent of the conventional dairy and cash crop farmers in Norway are considering to, and four percent are planning to convert to organic farming during the next five years. These two farmer groups can be considered as the potential for conversion to organic farming in Norway. Herd health and health management in organic versus conventional dairy herds in Norway Organic Eprints

Earlier studies from Norway indicate that organic dairy farms enjoy better animal health than conventional dairy farms. However, these studies use veterinary treatment records and may not reflect the true health status since animal health may be handled differently, i.e. there might be different treatment schemes on organic versus in conventional farms. I løpet av de siste årene har flere hundre økobønder meldt seg ut av Debio, kontrollorganet for økologisk landbruk i NOrge. Samtidig viser en nylig gjennomført spørreundersøkelse blant tidligere og nåværende økobønder at en av fire økobønder vurderer å melde seg ut (se kronikk av samme forfattere i Nationen 7. mai 2008). De viktigste årsakene til å melde seg ut var 1) for mye byråkrati med Debio-sertifisering og –kontroll, 2) for små tilskudd til økologisk landbruk, 3) uforutsigbare politiske rammevilkår for økologisk landbruk og 4) for lav merpris på økovarer.

Opportunities to make sequential decisions and adjust activities as a season progresses and more information becomes available characterise the farm management process. In this paper, we present a discrete stochastic two-stage utility efficient programming model of organic dairy farms, which includes risk aversion in the decision maker’s objective function as well as both embedded risk (stochastic programming with recourse) and non-embedded risk (stochastic programming without recourse). Factors influencing the conversion to organic farming in Norway Organic Eprints

Determinants of the decision to convert to organic farming methods are examined by applying bivariate analyses and a multinomial logit model to a survey of 1018 Norwegian crop and dairy farmers. The results show that 4% of the conventional respondents plan to convert by 2009, which may imply that the national goal of 10% organically managed area will not be achieved. The analysis indicates that organic farmers, compared to their conventional counterparts, are more likely to have larger farms, more education, be located closer to urban areas, be crop farmers, have 'sustainable and environment-friendly farming' as a goal and hold favourable views about the values of organic farming methods.
