In principle, the Group regards long-run market forces as the best guide to resource allocation, not only within existing production units, but also between sectors. However, in practice they perceive many instances of market failure in the rural sector which justify government intervention either on efficiency grounds or on equity grounds. The energy crisis and the current world food situation have both drawn attention to the importance of off-farm inputs in high-technology agricultural systems. Plant pesticides are one of the most important of these off-farm inputs. The correct use of chemical pesticides requires a high level of managerial competence since the issues involved are extremely complex. The development of an integrated approach to the management of plant pests offers an alternative to the increasingly expensive chemical control techniques. Supply Responses for Potatoes in Five New South Wales Shires AgEcon

Potatoes are grown in a number of different regions of New South Wales. This study examines the supply responses of producers in five major potato growing shires. Three models of price response are examined. The most successful of these, the general Nerlove adaptive expectations model, is extended to test, first, how important the number of growers is in determining the acreage planted in each of the shires and, second, whether growers tend to expand or contract acreage in response to good yields in the immediate past.

China has embarked on a major program to modernise agricultural and agribusiness structures with far reaching implications for rural development, international competitiveness / trade and food safety. There are, however, few studies that examine in detail how the modernisation program has proceeded, its’ sustainability and impacts. While genetic engineering has caught public attention, the associated advances in both cell fusion and tissue and cell culture hold more immediate promise for improving agricultural productivity. The potential of these biotechnologies for manipulating micro-organisms, improving plant production systems, improving animal and insect systems, and for industrial tissue culture, is briefly reviewed. The beef trade between Australia and Japan is not well understood in Australia. Access to the Japanese beef market depends more on administrative and political decisions than on market forces. The politics of beef in Japan are briefly outlined. Food self-sufficiency and agricultural protectionism in Japan are discussed in relation to Japanese beef policies. The activities of the major institutions concerned with administering beef policy in Japan are considered with particular emphasis on the Livestock Industry Promotion Corporation. The history of both the beef tariff and beef import quotas are also sketched. Many significant conclusions are reached regarding the future of the Japanese beef market.

The Queensland Livestock Market Reporting Service (QLMRS) was established in 1980 by the livestock and Meat Authority of Queensland. Weekly reports on the major live cattle auctions in Queensland indicate the prices of different types of cattle, categorised by their age, sex, weight, fat score and type of feed. Previous research has suggested that differences in these characteristics account for only some of the price variation observed at cattle auctions. The Brigalow Scheme has been one of Australia's largest dryland development projects since World War II. Large sums of private and public capital have been invested to create 247 new farm firms. Planning the development of these new properties is a complex task. A simulation model of the typical block in Area III of the Brigalow Scheme has been constructed and used to evaluate experimentally the financial performance of various growth strategies. Use of a conjugate directions search procedure with this model has allowed growth strategies to be identified which maximize net worth subject to a low risk of financial failure. INTER-GENERATIONAL TRANSFERS IN THE RURAL SECTOR: A REVIEW OF SOME PROBLEMS AgEcon

Three kinds of inter-generational transfer are discussed. Despite the obvious advantages of partnerships and other forms of income splitting from the income tax viewpoint, about half of the primary producers in Australia continue to operate their businesses as sole traders. Some of the problems which arise with partnerships, trusts and companies in this regard are considered. The transfer of the ownership of the assets in addition to the ownership of the income stream they generate, is then considered in detail. The taxation of this transfer by means of gift and death duties raises many questions in relation to economic equity and efficiency. In the long-term the Japanese Government aims to maintain 80 per cent self-sufficiency in beef. Price support programs for feeder-calves are major domestic policy measures designed to encourage domestic beef production in Japan. These price support programs were greatly strengthened during 1977. This paper describes the latest arrangements in detail and reviews the past operation of these programs. Indexation of wages, pensions and tax scales to allow for inflation requires a reliable measure of the rate of inflation. In Australia the Consumer Price Index (C.P.I.) has been the basis of all official indexation. This paper examines both theoretical and practical problems involved in constructing a C.P.I. and the Australian C.P.I. in particular. Alternative indices of the rate of inflation such as a Wholesale Price Index and an Implicit Price Deflator, are also discussed.

Economies of Size in Wheat Production AgEcon

This paper investigates the relationship between the cost of producing wheat and the size of the wheat enterprise on farms in the Boolooroo Shire of New South Wales. The impact of seasonal variation and new technology on the cost/size relationship is also examined. The estimated longrun cost functions suggest that significant cost economies may be achieved as the area sown to wheat on a farm in the region concerned is increased to approximately 1,000 acres.

This paper is concerned with improving the livelihoods of rural households in China — especially those involved in ruminant livestock production — in the context of market-oriented reform. Two broad categories of household are considered — diversified households and specialised households.
