The agri-food and other bio-based sectors in Spain. A description based on multiplier analysis AgEcon
Ferrari, Emanuele; Cardenete, Manuel Alejandro; Boulanger, Pierre; Delgado, M.C.; M'Barek, Robert.
The turnover of the EU agri-food sector overtops 2,000 billion Euros a year and employs roughly 22 millions workers. The focus of this paper is on the sectors directly linked to agricultural production and the food industry. Having a comprehensive understanding of extended agri-food economic linkages is critical when designing pertinent policies to deliver the full potential of strong EU agri-food and other bio-based sectors. A more disaggregated view is required. This study stars from a Social Accounting Matrices (SAM) for Spain with a highly disaggregated agricultural sector (AgroSAMs) for the year 2000. This study uses the AgroSAMs in its entire disaggregation, in order to provide a descriptive analysis of the agri-food and bio-based sectors. The limits...

An integrated model platform for the economic assessment of agricultural policies in the European Union AgEcon
Perez Dominguez, Ignacio; Gay, Stephan Hubertus; M'Barek, Robert.
A number of economic models have been applied to analyse the Common Agricultural Policy. The partial equilibrium models CAPRI, ESIM, AGLINK, AGMEMOD and CAPSIM and the general equilibrium models GLOBE and GTAP are currently integrated in a modelling platform for Agro-Economic Policy Analysis in the premises of the Joint Research Centre in Seville in close collaboration with Directorate- General for Agriculture and Rural Development. Each of the models included has a specific focus, enlarging the capacity for complex policy analysis within this platform. This can be done by comparing the results of different models or by linking them, where several methodological options are available. This paper gives some insights on current applications in the field of...

Assessment of non-tariff measures for selected agri-food exports from Africa to the European Union AgEcon
Gay, Stephan Hubertus; Mellado, Aida Gonzalez; M'Barek, Robert.
Non-tariff measures (NTMs) gain in importance in view of tariff reductions, by multilateral and bilateral agreements. African agri-food exports have benefited from considerable tariff reduction by the European Union (EU), but the share in EU imports has not risen. This paper describes possible methodologies to assess NTMs and an exporter survey conducted in 2009 in five African countries: Côte d'Ivoire, Kenya, Morocco, South Africa and Uganda. 95 respondents graded 35 NTMs in five categories. The results have been rather positive in general terms but specific issues like transportation, EU procedures and SPS measures have been regarded as considerably hampering trade. On the other hand, there has been also the mentioning of the positive effect of SPS...

Competitiveness in the Food Industry: a CGE Modelling Approach to assess Foreign Direct Investment in Transition Countries AgEcon
Banse, Martin; Gay, Stephan Hubertus; McDonald, Scott; M'Barek, Robert; Swinnen, Johan F.M..
For transition countries, the food industry sector is a key industry in terms of output and employment shares. As a competitive sector that receives substantial foreign direct investments (FDI), it plays an important role as an element in the process of integration in the European and world market. The GLOBE Computable General Equilibrium model is applied to analyse scenarios of alternative development pathways of the food industry sector, taking into account the impact of FDI in the European food industry. The scenario analyses of this study identify that with an enhanced attraction of FDI in the food processing industries in the New Member States (NMS) the integration of the agri-food sectors in the NMS into the Single European Market will become even...

Implications of EU Enlargement for Agricultural Markets in the New Member States AgEcon
van Leeuwen, Myrna; Bartova, Lubica; M'Barek, Robert; Erjavec, Emil.
The paper presents an analysis of the impact of the Common Agricultural Policy implementation on the agricultural markets of the eight new EU Member States. The study is based on the AGMEMOD (AGricultural MEmber states MODelling) national econometric models. Two scenarios are simulated for each country. The "Baseline" scenario assumes the implementation of the Single Area Payment Scheme until 2008 and the subsequent introduction of the Single Payment Scheme from 2009 onwards. Complementary national direct payments would remain in force until 2013. The second scenario assumes the full decoupling of direct payments from 2007 and the introduction of modulation from 2013 onwards in the 2004 enlargement new Member States (EU-8). The baseline scenario...

Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. By becoming member of the European Union the "transition" in its traditional interpretation has been concluded in ten of the Central East European countries. The transition to market based agriculture, however, is far from completion in Southern and Eastern Europe and especially in the CIS countries. International Association of Agricultural...
