This paper addresses the growing concerns of local governments and residents about the high costs of urban spillover into adjoining rural areas. From a rural agricultural perspective we focus on the loss of productive agricultural land and open space. From a metropolitan core city perspective the focus shifts to the erosion of the city tax base and its fiscal capacity to pay for the associated high costs of neighborhood decline. From a personal and private perspective, however, urban growth creates new opportunities for residential and commercial development. The Minnesota Regional Development Simulation Laboratory (SIMLAB) was used to simulate statewide economic effects of three iron mining industry options--revitalization of the Lower Great Lakes states steel industry, gradual liquidation of this industry, and the direct reduction of iron ore to steel in Northeast Minnesota. Industry output, employment, and value added indicators for the 1970 and 1977 years are compared with corresponding economic indicators for the 1980-2000 projection period. Finally, mineral-related state tax revenue trends are presented. Changes in these trends which are associated with each of the three iron mining industry options are projected for the 1980-89 period. |

Existing peatland development and future uses for peat are described and evaluated in this report. Scenarios for future development of the study area peat industry are described in terms of employment, earnings, capital investment, and value of production. Forecasts of the potential impacts of peatland development on regional industry production, employment, earnings, and population are presented. These impacts are determined by using SIMLAB, an acronym for a regional socio-economic computer model developed at the University of Minnesota for quantitative analysis of the direct, indirect and induced socio-economic effects of events like peatland development. |

This report presents selected statistics of inter-industry inter-dependence which focus on the importance and role of agriculture and agriculture-related industry in regional economic development. The Report projects quarterly production and stock levels for the Minnesota and U.S. iron mining industry to the year 2000. Projections of Minnesota's iron industry employment are subsequently derived from the production forecasts. Ordinary least squares regression techniques are used to analyze the seasonality patterns that existed between 1955 and 1978. The regression equations, based on the quarterly data, were calibrated so they could be used to seasonalize the annual iron ore consumption, production and import projections developed by the U.S. Bureau of Mines. Alternate industry forecast series are presented to facilitate comparison with the yearly baseline projection series. |

Economic trends depicting recent shifts of total employment in Minnesota to services-producing industries are presented for comparison with corresponding trends in personal income and state receipts. In this report, simple tabular presentations accompany the discussion of these trends and their immediate and long-term implications for the Minnesota economy. A shift-share model was used to partition the external and local sources of employment change which accounted for the industry employment shifts in the 1975-1980 period. |

This report presents a framework for assessing regional development options in which alternative futures for northeast Minnesota are first delineated. Regional development goals, objectives, and options emerge from an economic strategy process in which the regional implications of individual development options are derived with the help of a new computer-based capability for simulating alternative regional futures. A tourism/recreation development option is selected, finally, for evaluation of its regional economic impact. |
