Modeling environmental risk and land management trade-offs in the Great Barrier Reef catchment AgEcon

We develop a catchment scale modeling framework to identify cost-effective strategies for joint onsite abatement and offsite mitigation of land-based pollution from agricultural activities that pose a risk to water quality in the Great Barrier Reef (GBR). An illustrative example of the Barron catchment in north Queensland is used to demonstrate an approach to specify social planner’'s problem for non-point source pollution management as a cost minimisation model to meet a specified reduction in land-based pollution emissions at the receiving waters of GBR. We focus on the tradeoffs between onsite pollution control and offsite pollution mitigation under a collective contract for nutrient reduction at a sub-catchment level and discuss implementation options.

Investment in Water Saving Technology on Horticultural Farms AgEcon

A long run programming model for analysing investment behaviour on perennial crop farms is formulated and applied to citrus and wine grape producing farms in the Murumbidgee Irrigation Area. Prices and technological parameters are defined exogenously, while the optimal replanting pattern of the crops and the optimal mix of irrigation techniques are determined endogenously. The model is used to examine likely investment in water saving irrigation technology at different crop prices and input costs. The results indicate that such investment is a profitable option at current water charges, particularly for those farmers with access to off-farm employment However, the adoption decision will be highly sensitive to potential cost savings. Modelling socially optimal land allocations for sugar cane growing in North Queensland: a linked mathematical programming and choice modelling study AgEcon

A modelling framework is developed to determine the joint economic and environmental net benefits of alternative land allocation strategies. Estimates of community preferences for preservation of natural land, derived from a choice modelling study, are used as input to a model of agricultural production in an optimisation framework. The trade‐offs between agricultural production and environmental protection are analysed using the sugar industry of the Herbert River district of north Queensland as an example. Spatially‐differentiated resource attributes and the opportunity costs of natural land determine the optimal trade‐offs between production and conservation for a range of sugar prices.

Water use and salinity in the Murray–Darling Basin: A state-contingent model AgEcon

The supply of water for irrigation is subject to climatic and policy uncertainty. The object of the present paper is to show how the linear and non-linear programming models commonly used in modelling problems such as those arising in the Murray–Darling Basin may be adapted to incorporate a state-contingent representation of uncertainty. Estimates showing the potential value of improved water use are also derived.

The complexities in environmental decision-making for the Murray-Darling Basin AgEcon

People are part of a complex natural system and have the ability to actively interfere with their environment. Collective decisions made by governments represent social rules that limit the extent of people's interference with the environment that support them. Environmental decisions made by governments usually carry an ethical bias and are limited by the perception of the risks and uncertainties that may affect society's well-being in the medium to long run. The recently published Guide to the proposed Basin Plan represents a draft for a legislative instrument that aims to reclaim some of the water back onto the environment to safeguard declining natural ecosystems in the Murray-Darling Basin. Climate change and climate uncertainty in the Murray-Darling Basin AgEcon

Human activity has modified the environment at all scales from the smallest ecosystems to the global climate systems. In the analysis of the Murray-Darling Basin, it is necessary to take account of effects of human activity ranging from local changes in water tables and soil structure through basin-level effects of the expansion of irrigation to changes in precipitation pattern arising from the accumulation of greenhouse gases in the atmosphere. In this paper, we analyse the impact of, and adjustments to, climate change in the Murray-Darling Basin, using a simulation model that incorporates a state-contingent representation of uncertainty.

Environmental lobbying with imperfect public monitoring of environmental quality AgEcon

In this paper we present a two stage game of political lobbying for policies designed to enhance environmental quality. Unlike previous work which has tended to assume perfect monitoring of environmental quality in lobbying games we allow for imperfect monitoring of environmental quality. We characterize perfect public (politico-economic) equilibria in the game for the case of both perfect and imperfect monitoring of environmental quality and compare these with imperfect private monitoring of environmental quality. Results are discussed with respect to farmer behaviour in the context of non-point source pollution and implications for the political consequences of farm extension programmes highlighted.
