Climatic variability and cooperation in rangeland management: a case study from Niger AgEcon
McCarthy, Nancy; Vanderlinden, Jean-Paul.
In this paper, we develop an empirical model of an agro-pastoral system subject to high climatic risk to test the impact of rainfall variability on livestock densities, land allocation patterns and herd mobility observed at the community level. Also, because grazing land is a common-pool resource, we determine the impact of cooperation on these decision variables. To capture different abilities of communities to manage these externalities, we construct indices comprised of factors considered to affect the costliness of achieving successful cooperation found in the collective action literature. We then test hypotheses regarding the impact of rainfall variability and cooperation using data collected in a semi-arid region of Niger. Results indicate that...

BEYOND MOBILITY: THE ROLE OF FUZZY ACCESS RIGHTS AND COMMON PROPERTY CONSIDERATIONS IN SEMI-ARID AFRICAN PASTORALIST SYSTEMS AgEcon
Goodhue, Rachael E.; McCarthy, Nancy.
We model the ill-defined nature of grazing access using fuzzy set theory. We also model common property considerations. Within this framework, we examine when the traditional system results in higher returns and/or lower variance for herders than land privatization or a standard common property regime.

Managing Resources in Erratic Environments: An Analysis of Pastoralist Systems in Ethiopia, Niger, and Burkina Faso AgEcon
McCarthy, Nancy; Dutilly-Diane, Celine; Drabo, Boureima; Kamara, Abdul B.; Vanderlinden, Jean-Paul.
Although 22 percent of land in sub-Saharan Africa is arid or semiarid rangeland, development policies have long been biased toward crop agriculture. In the wake of the Green Revolution, international and national agricultural research institutions focused on crop systems and plant breeding. As a result, the customary tenure arrangements that enabled pastoralists to move their livestock from one grazing ground to another fell out of favor. As climate-related crises and desertification have spiraled, however, research and policy interest in rangeland management issues have been renewed. As part of its strategy to seek policies for the efficient functioning of global food systems, IFPRI has been in the forefront of this research. In the 1990s, as part of a...

Collective Action in Space: Assessing How Collective Action Varies Across an African Landscape AgEcon
Swallow, Brent M.; Wangila, Justine; Mulatu, Woudyalew; Okello, Onyango; McCarthy, Nancy.
This paper develops and applies a new approach for analyzing the spatial aspects of individual adoption of a technology that produces a mixed public-private good. The technology is an animal insecticide treatment called a “pouron” that individual households buy and apply to their animals. Private benefits accrue to households whose animals are treated, while the public benefits accrue to all those who own animals within an area of effective suppression. A model of household demand for pourons is presented. As for a private good, household demand for the variable input depends upon output price, input cost, and household characteristics. Input costs for pouron treatments include both the market price of the pourons and the transaction costs that the...

Herd Mobility and Waterpoint Use in Northern Kenya AgEcon
di Gregorio, Monica; McCarthy, Nancy.
In many regions of the world, property rights to natural resources are held under various forms of communal ownership, which often exhibit flexibility for users to access different resources depending on relative need. Here, we analyze the impact of climatic variability on resource use, and examine the transactions cost of access in these flexible systems.

The relationship between collective action and intensification of livestock production: the case of Northeastern Burkina Faso AgEcon
McCarthy, Nancy.
In this paper, we develop a simple game-theoretic model to explore the relationship between management of common pool resources used as an input in livestock production (common pastures) and the adoption of inputs associated with intensified per animal production (veterinary services, purchased fodder, feed concentrates, etc.). Theoretically, it is shown that better managed pastures should lead to increased adoption of complementary inputs but decrease adoption of substitute inputs; impacts on stock levels, however, are ambiguous. An empirical model is developed and applied to data collected in northeast Burkina Faso in 2000 and 2002. Results indicate that better managed pastures, proxied by community-level cooperative capacity indices, are indeed...

THE EFFECT OF ENVIRONMENTAL VARIABILITY ON LIVESTOCK AND LAND-USE MANAGEMENT: THE BORANA PLATEAU, SOUTHERN ETHIOPIA AgEcon
McCarthy, Nancy; Kamara, Abdul B.; Kirk, Michael.
The Borana people are the predominant ethnic group on the Borana Plateau in southern Ethiopia. Though traditionally transhumant pastoralists, they have recently increased their reliance on crops. Rainfall in the region averages between 353 mm to 873 mm; variability is high, with coefficients of variation ranging from .21 to .68. Anectdotal evidence implies that the vulnerability of pastoralist households to drought is increasing; stock levels increase dramatically during good rainfall years but plummet when rainfall is poor, indicating that the drought cycle is becoming more pronounced. In recent years, there has also been a dramatic increase in land allocated to crops, and land allocated to pastures that are either privatized or accessible to only a small...

ANIMAL HEALTH AND THE ROLE OF COMMUNITIES: AN EXAMPLE OF TRYPANASOMOSIS CONTROL OPTIONS IN UGANDA AgEcon
McCarthy, Nancy; McDermott, John; Coleman, Paul.
In many African countries, governments are re-thinking the role of the state in centrally providing certain goods and services. The rights and responsibilities for providing various public goods are being decentralized to lower levels of government administration, and/or being devolved directly to local citizens or user groups themselves. It is thus critical to ask: under what circumstances will local groups provide the socially optimal level of the public good? In this paper, we apply this question to the case of controlling an important vector-borne livestock disease in Uganda, trypanosomosis, which is transmitted by the tsetse fly. We investigate the underlying epidemiology of transmission and different options for control, and the implications for...

Property Rights, Collective Action, and Poverty: The Role of Institutions for Poverty Reduction AgEcon
di Gregorio, Monica; Hagedorn, Konrad; Kirk, Michael; Korf, Benedikt; McCarthy, Nancy; Meinzen-Dick, Ruth Suseela; Swallow, Brent M..
This paper presents a conceptual framework on how institutions of property rights and collective action can contribute to poverty reduction, including through external interventions and action by poor people themselves. The first part of the paper examines the initial conditions of poverty, highlighting the role of assets, risks and vulnerability, legal structures and power relations. The latter part investigates the decision-making dynamics of actors—both poor and non-poor—and how they can use the tangible and intangible resources they have to shape their livelihoods and the institutions that govern their lives. The paper concludes with a discussion of how attention to property rights and collective action can improve the understanding of outcomes in...

Methods for Studying Collective Action in Rural Development AgEcon
Meinzen-Dick, Ruth Suseela; di Gregorio, Monica; McCarthy, Nancy.
With renewed recognition of the importance of collective action in many aspects of agriculture, natural resource management, and rural development programs in developing countries, there is a need for research on the factors that affect its emergence, as well as its performance. Yet because of its dynamic nature, collective action is difficult to measure and study. This article discusses ways of conceptualizing collective action to provide researchers from various disciplines with a basic framework for understanding and studying collective action. It highlights specific features of collective action that are relevant to identify best practice methodological approaches and research techniques. The main part of the paper then describes how collective action...

Participation by Men and Women in Off-Farm Activities: an Empirical Analysis in Rural Northern Ghana AgEcon
McCarthy, Nancy; Sun, Yan.
The paper evaluates the household- and community-level factors influencing women’s and men’s decisions to participate in off-farm activities, either in the off-farm labor market or in local community groups, and the relationship with on-farm crop returns. Results reveals female participation in off-farm labor markets increases at higher levels of labor availability, and female on-farm work and group participation are complementary activities. Results also indicate that male labor is relatively more productive on-farm versus off-farm than female labor. Finally, the study shows that education increases the likelihood for both women and men to work off-farm, although the impact is greater for women.

COOPERATION, COLLECTIVE ACTION AND NATURAL RESOURCES MANAGEMENT IN BURKINA FASO: A METHODOLOGICAL NOTE AgEcon
McCarthy, Nancy; Dutilly-Diane, Celine; Drabo, Boureima.
This paper presents a detailed description of the applied methodology used to study collective action in natural resource management (NRM). Data were collected in 48 villages in northeastern Burkina Faso, at the community, institutional, household and market levels. The paper first discusses the analytical framework underlying the study of collective action, and then describes in detail the methods used to measure collective action and community-level cooperative capacity, and the determinants of cooperative capacity. We also describe data collection methods as well as potential problems in eliciting unbiased information. The impact of cooperative capacity on a variety of outcomes observed at both the community and household level is then presented in...

Could Payments for environmental services improve rangeland management in Central Asia, West Asia and North Africa? AgEcon
Dutilly-Diane, Celine; McCarthy, Nancy; Turkelboom, Francis; Bruggeman, Adriana; Tiedemann, James; Street, Kenneth; Serra, Gianluca.
Although several institutional and management approaches that address the degradation of the rangelands have been tested in the dry areas of Central and West Asia and North Africa (CWANA), impact has been limited. Nonetheless, the development of National Action Plans to combat desertification highlights the interest of governments to tackle this issue. Payment for Environmental Services (PES) may be a viable policy option, though, to date, most PES programs have focused on the management of different resources (forests, watersheds). The purpose of this paper is to examine whether PES could be a viable option to promote sustainable rangelands management in the dry rangelands of CWANA. Specifically, it focuses on the scientific gaps and knowledge related to...

THE POTENTIAL ROLE OF PRICE INSURANCE TO IMPROVE WELFARE OF HONDURAN COFFEE PRODUCERS AgEcon
McCarthy, Nancy; Sun, Yan.
Coffee is the major export crop in Honduras, but the export price is relatively low. This paper investigates the potential role for a coffee price insurance product - based on the use of the coffee future market - to increasing producer welfare by reducing coffee price risk faced by individual farmers. By constructing a typology of six different types of coffee farmers and developing a forecasting model, the authors show that more risk-averse farmers would prefer to buy the insurance contract than those with lower risk aversion. The subjective assessments analysis also show that Honduran coffee producers have optimistic expectations for coffee prices and appear to underestimate the variability of coffee prices.

DEMAND FOR RAINFALL-INDEX BASED INSURANCE: A CASE STUDY FROM MOROCCO AgEcon
McCarthy, Nancy.
In this paper, we derive estimates for willingness to pay for rainfall-index based insurance contracts. Surveys were undertaken in four regions in Morocco, representing different mean and variability of rainfall conditions. Results indicate that respondents in the high variability regions preferred contracts that paid out more often (had higher rainfall trigger levels), and which were more costly. In fact, a strong majority of respondents indicated they would purchase these contracts at the fair-value price; the estimated median willingness to pay for such contracts was between 12-20 percent above the fair value contract. However, in the lower rainfall variability regions, the cheaper contracts with lower trigger values were the only contracts for which...
