Challenges in Modeling the Effects of Trade Agreements on the Agricultural Sector AgEcon
Westhoff, Patrick C.; Fabiosa, Jacinto F.; Beghin, John C.; Meyers, William H..
Major issues and challenges encountered in modeling and analyzing agricultural and trade policy reforms are reviewed. We focus on modeling approach and pay special attention to the type and scope of models, calibration of a realistic baseline scenario, representation of the reform agreement, use of extramodel information, choice of metrics to measure reform impacts, and emerging issues in policy modeling. Existing solutions and unresolved issues are examined. We stress the complementarity of various modeling approaches in assessing policy reforms and the importance of helping users understand the limitations of the chosen approach.

THE IMPACT OF DOMESTIC AND FOREIGN MACROECONOMIC VARIABLES ON U.S. MEAT EXPORTS AgEcon
Liu, Donald J.; Chung, Pin J.; Meyers, William H..
This paper examines the impact of domestic and foreign macroeconomic variables on U.S. meat exports, including beef, pork, turkey, and chicken, in the context of an open economy. The results show that foreign macroeconomic variables exert more significant and persistent effects on U.S. meat exports than domestic macroeconomic variables. The implication is that the U.S. can increase its meat exports more effectively by expending efforts on international macroeconomic policy coordination rather than on domestic sectoral policy. The results also suggest that macroeconomic models of the agricultural sector should include foreign variables and should not be limited only to domestic ones.

Modelling the Acceptance of High Beta-carotene Maize AgEcon
Tothova, Monika; Meyers, William H..
In the development of high beta carotene (HBC) maize, the focus is on subsistence farms which do not get any (or at least very little) benefit from commercial fortification programs. The technology can be considered to be primarily for the small-scale subsistence farmer. The paper postulates a household decision model that takes into account the production and consumption tradeoffs between traditional and biofortified seed. The objective is to understand the effect of these differing traits on the adoption decision when white maize is preferred by the consumers.

Chinese Synthetic Fiber Capacity and its Impacts on Natural Fiber Markets AgEcon
Meyer, Seth D.; Meyers, William H..
Chinese synthetic fiber capacity is more than 100 times larger than it was just 30 years ago. It represents more capacity than exists in the United States and Western Europe combined and continues to expand each year to serve the growing Chinese textile industry. Historically, the Chinese government has provided support to the synthetic fiber industry and encouraged its expansion. At the same time, petroleum consumption in China continues to expand, and China is now the second largest petroleum consumer in the world. As a byproduct of petroleum distillation, the feeder materials for synthetic fiber production are readily available in the marketplace. In the presence of inter-fiber competition, the large amount of synthetic production capacity may have...

This synthesis report focuses on the evolution of agricultural market and trade policies in the Central and Eastern European (CEE) candidate countries in the period 1997 to 2001. The developments were crucially influenced by (OECD, 2000a): • the situation in world agricultural markets; • the overall macroeconomic development in the countries considered; • the prospective EU accession; • bringing domestic agricultural policy in line with the Uruguay Agreement on Agriculture (URAA). High 1997 agricultural prices on world commodity markets were followed by a marked depression in 1998. With the exemption of milk products this trend continued in 1999. Likewise the economic and financial crisis in Russia had a considerable impact on agricultural policies. It hit...
