This report describes a planning framework to help guide on-farm efforts that seek to address agriculture's potential to adversely affect water quality while achieving farm business objectives. Principles and concepts from modern management thought and economics underlie the framework. This report introduces the Whole Farm Planning and Implementation Process of the New York City Watershed Agricultural Program. The process embodies the planning framework and guides on-farm planning and implementation efforts in the New York City Watershed. Economic and management aspects of the process receive emphasis. |

Zero runoff subirrigation (ZRS) technology can effectively manage fertilizer input while improving greenhouse production efficiency. However, high capital investment costs and inadequate technical information to growers are impediments for adoption. A Monte Carlo simulation was used to compare the profitability and risks of alternative ZRS system investments for greenhouse operations in the northeastern and north central United States. Results showed that the Dutch movable tray system and the flood floor system were most profitable and least risky for small potted plant and bedding crop flat production, respectively. The trough bench system was least favorable because its profitability was low and highly volatile. |

As economies of size become increasingly important in production agriculture, farm sizes continually increase. For the farm members of the Northeast Dairy Producers Association (NEDPA), this results in larger herds, more acres of crop production, and more full-time, non-owner employees. The NEDPA membership realizes the important roles these individuals play in their businesses and are devoted to the study of successful human resource management practices. This research quantifies and illustrates the internal pay structure and enumerates the current employee satisfaction levels present on these farms for different subsets of employees. To enumerate the study, the NEDPA membership was divided into two groups. The first group, consisting of farms with herds... |

This article discusses supply response for milk in California with the emphasis on the impact of profitability of milk production. Profitability variables are specified as profit margin per cow due to the availability of cost of production data. California production is disaggregated into five regional response equations for market (Grade A) milk and an equation for manufacturing milk (Grade B). Econometric results for larger, more specialized dairies indicate very inelastic responses and long production lags. Results for smaller, less specialized dairies indicate elastic responses and somewhat shorter lags. |

As small finns grow from employing just a few people to employing 10 or more, there is an increasing need for more fonnalized human resource management practices. The purpose of this study was to determine to what extent managers of florist crop production finns used formalized human resource management practices in their businesses. Managers of 104 florist crop production firms in New York, Ohio, Pennsylvania, and Michigan participated in a telephone survey designed to gather information on specific personnel management practices. The study revealed that while some finns are using fonnalized personnel management practices, the majority are not. Those who use formalized personnel management practices tend to be, but are not exclusively, larger firms.... |

This article reports the results of research regarding the farm-level implications for New York dairy producers of national mandatory supply control programs for feed grains and milk. The analysis is based on the proposed Harkin-Gephardt Bill which would authorize a mandatory supply control program for milk and the major supported crops. Representative farm budgets were constructed for a sample of dairy farms to assess the possible effects on costs and returns. Some farmers would gain, while others would not. The results suggest that dairy farmers who purchase all of their feed would be worse off, while farmers who grow grain would be better off under the proposed supply control program. |

The New York City Watershed Agricultural Program seeks to reduce the potential for phosphorus movement from farms to surface waters. A "phosphorus index for site evaluation" (P-index) provides planners in the New York City Watershed Agricultural Program with a tool for identifying individual farm business, phosphorus related problems, and evaluating solutions. A linear programming model is employed to examine dairy farm resource use and profitability, with the P-index used to impose phosphorus movement constraints. Results indicate dramatic differences in farm resource use and farm business profitability depending on the level of the P-index. Small changes in the target index level result in large shifts in optimal resource use and business profitability.... |

The New York City Watershed Agricultural Program (NYCU7AJP) seeks to reduce the potential for phosphorus movement from farms to surface waters. Toward this objective, a "Phosphorus Index for Site Evaluation" P-Index) provides planners in the NYCWAP with a tool for identifying problems and evaluating solutions. A linear programming model was used to examine dairy farm resource use and profitability given resource constraints and constraints on the values of the P-Index. Results indicate dramatic differences in expected effects on resource use and returns above variable costs between less restrictive targets in the upper end of the "medium" (for example, 24 and 17) and more restrictive targets in the lower end of the range (for example, 13 through 10). The... |

Success of small business requires enlightened leadership by managers consisting of establishing organizational vision and gaining commitment to the vision. Other . success characteristics include customer orientation, performance driven, cost effective, fast and flexible, and a commitment to continuous improvement. Agricultural economists need management training to teach these characteristics. |

As economies of size become fundamentally important in production agriculture, farm sizes continually increase. For dairy producers, this results in larger herds, more acres of crop production, and more full-time, non-owner employees, which result in more human resource management concerns. Research is needed to better understand the human resource aspects of the dairy industry. This research quantifies and illustrates the internal pay structure and enumerates the current employee satisfaction levels present on the farms of members of the Northeast Dairy Producers Association (NEDPA). To enumerate the study, the NEDPA membership was divided into two groups. The first group consisted of all NEDPA member farms. This group participated in the internal pay... |

Many florist crop producers have reported difficulty with attracting qualified employees to positions within their businesses. The purpose of this study was to define the difficulties florist crop producers face in attracting qualified workers. Managers of 72 florist crop production firms in Michigan, New York, Ohio, and Pennsylvania participated in a telephone survey designed to gather information on recruitment and selection issues for florist crop producers. The survey results revealed that recruitment practices were not used as frequently as they could be. It also appeared that managers were doing a better job with the selection process than they were with the recruitment process. In addition, compensation appeared to be closely linked to the ability... |
