Quality Agro-Food Districts, typical Products, local Governance AgEcon
Montresor, Elisa; Pecci, Francesco; Pontarollo, Nicola.
The paper investigates the coexistence of different organisational patterns of local productions and evaluate which local governance may be more appropriate in a globalized agro-food scenery. We analyze, through the spatial analysis tools and the use of suitable indicators at municipality level, some PDO/PGI products in two Italian regions, Veneto and Emilia Romagna, which adopted very different strategies. The regional institutions in Veneto preferred to individualize "from the top" the quality agro-food districts at provincial level. In Emilia Romagna, instead, the policy makers decided to recognize the initiatives from the "bottom", born through various types of agreements. The spatial analysis allows to select the most appropriate indicators in order...

Rural Development: an Analytical Approach at Different Territorial Levels AgEcon
Montresor, Elisa.
The purpose of this work is to contribute with some reflections to the debate that has flourished in recent years around two issues: rural development and systemic reading of the territorial articulation of agricultural development. In the numerous investigations conducted in Italy and elsewhere, the analytical approach adopted (institutional level and investigation units, choice of indicators and of the analytical instruments) has profound repercussions on rural policies, according to its wider or narrower formulation. After a brief reflection on the approaches to rural development, highlighting the contradictions of institutional intervention, the study proposes a critical description of some results of the Italian investigations. The aim is to...

A Multivariate Statistical Approach to the Analysis of Rural Development AgEcon
Mazzocchi, Mario; Montresor, Elisa.
The aim of this work is to contribute to the definition of an analytical approach for evaluating the dynamics in progress in the agricultural and rural development at a territorial level. For this purpose principal components analysis and cluster analysis were applied and the different methodological approaches reviewed. A two-stage method is also proposed. This could provide the analytical tools to simplify and interpret the results of the territorial analyses, also in order to supply a flexible instrument to policy-makers. A case-study on the Emilia-Romagna region, in Italy, is presented.

The convergence process of the European regions: the role of Regional Policy and the Common Agricultural Policy AgEcon
Montresor, Elisa; Pecci, Francesco; Pontarollo, Nicola.
The study investigates the convergence of labour productivity in 204 NUTS2 regions of the EU-15 between 1995 and 2006. The main objective of our work was to assess whether and to what extent European Union (EU) policies (Regional Policy and Common Agricultural Policy) have been effective in promoting economic growth and fostering the process of convergence of EU regions. These policies can have an asymmetric spatial impact, even if some concrete steps have been taken to avoid an excessive concentration of costs or benefits. To verify the effects of EU policies we compare different scenarios: with/without EU policies. Under a methodological profile, we adopt the Solovian model proposed by Mankiw et al. (1992). For the estimates we used an econometric...

Rural development policies at regional level in the enlarged EU. The impact of farm structures AgEcon
Montresor, Elisa; Pecci, Francesco; Pontarollo, Nicola.
This paper provides an investigation of the effectiveness of the main measures applied in Rural Development Programs, in particular those for farm structure intervention, at regional/national level on the basis of cluster analysis with spatial econometric tools. The main results are: (i) the identification in the enlarged Union of the main rural systems, (ii) the suggestion of some indications for the rural policies after 2013, in particular for the farm structures intervention.
