As organic farming has become an instrument of European agricultural policy the organic sector is required more and more to get politically active. This report presents results from the EU-funded project EU-CEEOFP on the development of organic farming institutions for the period of 1997-2003 in eleven European countries. Institutions of the organic farming sector in new EU member states are still developing and their relation with mainstream farming institutions is characterised by a state of competition. In (old) EU 15 countries and Switzerland this relation is more oriented towards co-operation and has been described as in a state of creative conflict. Organic labels have been established to communicate the consumer that a certain product has been produced according to defined organic standards. In order to foster a multifunctional agriculture that is adapted to the societal demand, the preferences of the regional population for functions provided by agriculture have to be identified. Although, at the time of accession to the EU, organic farming policies formally were equally developed in the Czech Republic and Poland, a closer investigation reveals some variation. This paper takes a policy network perspective to explore the policy differences between these two countries. Common network themes are used to link networks with policy output. It is argued that the capacity of the organic sector and its structural organization, its cohesion, and the relationship between organic interest groups and the government affect the political discourse, and, in consequence, how organic farming policy is elaborated. |

The EU accession process has triggered the development of organic food and farming in countries accessing the EU. EU organic farming legislation needed to be transposed in these countries, and with that the regulations on organic farming support. In this paper we present some findings of the SOLINSA, an EU 7th framework research project that aims to identify barriers to the development of Learning and Innovation Networks for sustainable agriculture. Applying a comparative approach in different countries and cultural contexts we address some of the challenges connected to transdisciplinary methodology. Our project takes an action research perspective where researchers diverge from the traditional role of observer and act as change agents facilitating the work of innovation networks.
