This paper describes the different food policy courses pursued in recent years by four countries in Eastern and Southern Africa, and documents their differential effects on farmer and consumer behavior. Results are based primarily on a survey and synthesis of recent analysis. The paper highlights lessons learned from the different policy paths pursued in each country, and thus provides insights into the costs and benefits of alternative strategies for promoting national food security and enhancing producer and consumer options. |

The objectives of the study are: to assess the direction and magnitude of changes in real staple food prices since the implementation of food sector policy reforms in Africa; to identify the major factors affecting changes in these food prices; and to assess the resulting effects of food system reform on household food security. |

This report analyzes the effects of grain market reform and food subsidy elimination in Eastern and Southern Africa on access to food for low-income consumers. The report also assesses the potential to use "self-targeted commodities" to improve vulnerable groups access to food though market development strategies and food aid programs. While much research has been devoted to understanding how producers and traders would respond to reform of staple food markets, relatively little is known about the potential or actual responses by consumers.
