This paper examines the development of the role of government support in the financial situation of organic farms in selected Western and Eastern European countries, contrasting dependency on direct payments with that of conventional farms and assessing the impact of foreseeable changes in the political and economic environment. The results show that direct payments play an important role in the financial viability of organic farms in both Western and Eastern European countries. The level of specific support for organic farming is put into perspective, as other support payments and market returns contribute larger shares to total farm revenue in all the countries analysed. Modelling analyses show that support payments will continue to play an important... |

Organic farming has grown considerably in recent years in the European Union, not least due to changes in the political environment. The aim of this paper is to compare the support of organic and conventional farming in the year 2000. A measurement of support is calculated using the methodology of the Producer Support Estimate (PSE) of the Organization of Economic Co-operation and Development (OECD). The results show that the percentage ‘PSE’ of organic farming at 40.2 % in 2000 slightly exceeded that of conventional farming at 39.4 % but, on the other hand, the nominal protection coefficient (‘NPC’) was lower at 1.29 versus 1.42. This indicates that despite a higher level of support the trade distorting effect may be smaller in organic farming. There are... |

The financial performance of organic and conventional farming is highly influenced by the EU direct payment policy. While organic farms receive considerable support from agrienvironmental programmes, the design of the first pillar put organic farming at a disadvantage in the past. The 2003 CAP reform has changed this situation particularly by decoupling direct payments and reducing price support. This paper has therefore the aim to identify and assess the impact of the CAP reform on the relative profitability and production structure of organic farms in Germany. The statistical analysis of FADN data from the years 2003/04 and 2006/07 suggests that differences in payments from the first pillar decreased, affecting positively the relative profitability of... |

Organic farming has grown rapidly in Europe, and the area under organic management has more than doubled during the last few years. Economic aspects are increasingly determining this expansion. On the basis of a review of current and previous studies as well as farm accounting data and expert assessments, this paper gives an overview of the socio-economic performance of organic farms in Europe. The comparability of profitability calculations between countries is a common problem for economic analysis, due not only to the differences in definitions. Different costs of living and purchasing power parities make comparisons of absolute figures less meaningful. These problems are less severe in the approach chosen for this analysis. As the focus is on the... |

Farms in the EU receive considerable support via the Common Agricultural Policy. Support to organic and conventional farms are analysed covering a wide range of different support measures of the Common Agricultural Policy. Results show that the design of the Common Market Organisations can pose a disadvantage to organic farming systems, even though developments of the last two CAP Reforms (year 1992 and 2000) and the latest reform (2003) have reduced the discrimination of extensive farming systems and provide an opportunity to design suited measures to meet part of the needs of organic farms. |

Organic farming in the European Union has been supported widely since 1994. Against the background of discussions concerning the design and level of organic farming support, and the relevance of organic payments for the economic success of organic farms, the question emerges as to the impact of support payments on the sustainable development of organic farming in Europe. Different databases and methodological approaches have been chosen to demonstrate the role of organic farming payments for the viability of organic farms for selected Western and Eastern European study countries. Economic analyses are based on national farm accountancy data (FADN) in the Western European countries and on ‘typical farms’ in the Eastern European group. As a supplement to the... |

This paper analyses the impacts of the 2003 CAP reform on organic farms, combining an extensive survey of organic farmers in several EU member states with a farm modelling approach based on the European Farm Accountancy Data network. The results highlight that income effects will depend strongly on individual national imple-mentation of the 2003 CAP reform, and will often differ by farm type. In general, the impact will be more beneficial to organic farms in countries that have opted for full, rather than partial, decoupling, and in countries which have implemented the Single Farm Payment on the basis of regional payment rates rather than on the basis of historical, individual farm references. |

In accordance with EU regulations, payment levels for several measures of rural development programs are calculated on the basis of standard cost approaches, using 'typical’ or average figures for costs incurred and income forgone. Resulting uniform payment rates have been frequently discussed and criticised as being inefficient, having a low cost-effectiveness and generating excessive windfall profits. However, few empirical studies exist which quantitatively examine potentials of a more differentiated standard cost approach. By using German farm accountancy data, this study analyses effects of a payment differentiation according to regional and farm individual characteristics on producer rents, budget expenditures and economic efficiency. Preliminary... |

This book analyses the impact of the Agenda 2000 reform on the Common Agricultural Policy on organic farming - as one of the most established examples of environmentally freindly farming systems. The authors provide comparative assessments of the impact of first and second pillar measures on conventional and organic farms, analysing the impacts of direct payments, price support measures (agri-environmental measures, investment support, processing and marketing measures, training measures and Less Favoured Area support) for a range of countries and farm types. Finally, an outlook of possible effects of the CAP Reform 2003 on organic farming systems and recommendations on how to maximise the positive effects of agricultural policy on organic farming are... |

Organic farming has been financially supported throughout Europe since 1994. In this period, the sector has shown very dynamic development. In the meantime, a large range of measures has been offered, targeting the promotion of the organic food sector. Measured against the level of finance expended, payments for the introduction and maintenance of organic farming continue to emphasise policies supporting organic farming in Europe. Against the background of increasing discussion on the shape and level of organic farming payments, the question emerges of their impact on the sustainable development of organic farming. In this contribution, the main features of organic payments are first briefly presented. Then the importance that farmers from different... |
