The Economics of Terrestrial Invasive Species: A Review of the Literature AgEcon

This paper reviews the literature on the economics of invasive species management as it applies to invasive species in general and terrestrial invasive species in particular. The paper summarizes a number of recent studies that assign values to the economic impact of terrestrial invasive species on a national scale. This is followed by a review of the economic literature on control and prevention of a biological invasion and the literature on international trade and trade policy with invasive species. The paper then reviews selected studies on terrestrial invasive plants, animals, and microbes, respectively.

THE ECONOMICS OF A STOCK POLLUTANT: ALDICARB ON LONG ISLAND AgEcon

A stock pollutant is a residual waste that can accumulate or degrade over time. Aldicarb was a pesticide used by farmers growing fruit and vegetables. Potato growers on eastern Long Island, New York, used aldicarb from 1975 to 1979 to control the Colorado potato beetle and the golden nematode. In August of 1979 aldicarb residues were detected in well water, and subsequent testing found more than 2,000 wells with concentrations in excess of the New York State health standard of 7 parts per billion (ppb). The paper develops a simple economic model of a biological invasion. The natural growth of the invasion is non-convex and the immediate cost of controlling the invasion depends on the level of current control as well as the current size of the invasion. Greater control raises control costs today while reducing damages - now and in the future. In addition, by decreasing the size of the invasion, increased control today raises the marginal cost of control in the future. As a consequence, the optimal path of an invasion is not necessarily monotonic. Risk Factors for Invasive Pest Introductions in Commodity Imports: Theory and Empirical Evidence AgEcon

Expanded world trade carries with it increased risks of invasions of exotic species and thus increased risks of ecological and economic damage. In the face of such risks, expansion of trade depends critically on the ability to detect unintended introductions of organisms in import shipments and determine whether those introductions are safe as is, safe after appropriate treatment, or unsafe even after treatment. This paper investigates factors associated with greater incremental risk of invasive pest introductions. On Prevention and Control of an Uncertain Biological Invasion AgEcon

This paper examines how optimal prevention and control policies depend on the economic and biological characteristics of a randomly introduced biological invasion where the objective is to minimize the expected social costs from prevention, control, and invasion damages. The results characterize how optimal prevention and control policies vary with the initial invasion size, the invasion growth rate, and the probability distribution of introductions. The paper also examines the conditions under which the optimal policy relies solely on either prevention or control, the conditions under which it is optimal to completely prevent new introductions, and the conditions under which eradication of established invasions is optimal.

Dynamic Sanitary and Phytosanitary Trade Policy AgEcon

This paper characterizes the optimal use of sanitary and phytosanitary standards to prevent the introduction of harmful pests and diseases through international trade. Because established pest and disease infestations grow and spread over time their introduction has intertemporal consequences. In a dynamic economic model, an efficient trade policy balances the costs of SPS measures against the discounted stream of the costs of control and social damages that are avoided by using SPS measures, where future growth and spread of any established infestation is accounted for.
