The history of the IODE programme’s web presence goes back to September 1995 when the IOC’s web site was opened as one of the first UNESCO web sites. As the site was developed by the Ocean Services unit staff (Ocean Services also includes IODE) emphasis was put from the start on users services. This led to several on-line information products such as the Ocean Pilot, Ocean Experts Directory (the precursor of GLODIR), IOC’s on-line Publication service, IOC’s List of Acronyms, International Marine Meeting List, Oceans Electronic Mailing Lists and Ocean Software |

Results-based management has become important because both Member States and the management of the United Nations want to have a more effective United Nations that is able to respond to new demands within the limits of resource constraints. And both want to be able to demonstrate this. Its purpose is to shift managerial and administrative emphasis from a processfocused approach to one based on performance and results (outcomes). The premise is that if organizations plan in terms of the results they expect to achieve and then verify that they have achieved them, resources will be used effectively and public support will be maintained. A key element is programme performance assessment, which can be defined as determining whether expected accomplishments were... |

This "Cookbook" has been written for data managers and librarians who are interested in assigning a permanent identifier to a dataset for the purposes of publishing that dataset online and for the citation of that dataset within the scientific literature. A formal publishing process adds value to the dataset for the data originators as well as for future users of the data. Value may be added by providing an indication of the scientific quality and importance of the dataset (as measured through a process of peer review), and by ensuring that the dataset is complete frozen and has enough supporting metadata and other information to allow it to be used by others. Publishing a dataset also implies a commitment to persistence of the data and allows data... |

OceanExpert started as the Global Directory of Marine (and Freshwater) Professionals (GLODIR) in 1997 after the IODE Group of Experts on Marine Information Management (GE-MIM) had noted that the International Directory of Marine Scientists project, developed and maintained in the 1970s and 1980s by several UN agencies had been stopped despite its high appreciation by the ocean research community. The first version of the new GLODIR was launched in 1997 as a web product enabling experts to enter and edit their information. Whereas the first version used the full ASFA subject descriptor set to enable experts to define their expertise, this was quickly dropped as experts showed little enthusiasm to spend the time required to pick descriptors from this... |

During the past 46 years, IOC Member States have built a network of National Oceanographic Data Centres (NODCs) (or their smaller Designated National Agency version) through the IODE Programme. The objectives of the IODE (revised at IODE-XVIII in 2005) are: (i) to facilitate and promote the exchange of all marine data and information including metadata, products and information in real-time, near real time and delayed mode; (ii) to ensure the long term archival, management and services of all marine data and information; (iii) to promote the use of international standards, and develop or help in the development of standards and methods for the global exchange of marine data and information, using the most appropriate information management and information... |
