A DISCRETE SPACE URBAN MODEL WITH ENVIRONMENTAL AMENITIES AgEcon

This paper analyzes the effects of providing environmental amenities associated with open space in a discrete space urban model. The discrete space model assumes distinct neighborhoods in which developable land is homogeneous within a neighborhood but heterogeneous across neighborhoods. We solve for equilibrium allocation of development, prices and welfare given a pattern of open space provision. We also analyze the optimal provision of open space across neighborhoods. In equilibrium, housing density and price in a neighborhood is increasing in the amount of open space provided in that neighborhood. The Effects of Well Management and the Nature of the Aquifer on Groundwater Resources AgEcon

This paper examines how the nature of a common property resource affects the effectiveness of community-based management on resource conservation. We focus on groundwater management in rural China because there are different types of community-based groundwater management in different communities. In some communities wells are collectively owned and the community leader allocates water among households. In our paper we call this collective well management. In other communities wells are privately owned and households make their own pumping decisions. We call this private well management. Evidence on the Amenity Value of Wetlands in a Rural Setting AgEcon

This study uses a hedonic property price method to estimate how wetlands affect residential property values in a rural area. The study utilizes wetland inventory data coupled with extensive property sales records between January 2000 and September 2004 from Carteret County, NC. Our results indicate that i) a higher wetland percentage within a quarter mile of a property, ii) closer proximity to the nearest wetland, and iii) larger size of the nearest wetland are associated with lower residential property values. These results contrast with previous hedonic studies that use data from urban areas, which found positive associations between wetland and property values. The Efficiency of Voluntary Incentive Policies for Preventing Biodiversity Loss AgEcon

In this paper we analyze the efficiency of voluntary incentive-based land-use policies for biodiversity conservation. Two factors combine to make it difficult to achieve an efficient result. First, the spatial pattern of habitat across multiple landowners is important for determining biodiversity conservation results. Second, the willingness of private landowners to accept a payment in exchange for enrolling in a conservation program is private information. Therefore, a conservation agency cannot easily control the spatial pattern of voluntary enrollment in conservation programs. ENVIRONMENTAL REGULATION WITH INNOVATION AND LEARNING: RULES VERSUS DISCRETION AgEcon

We analyze a model of environmental regulation with learning about environmental damages and endogenous choice of emissions abatement technology by a polluting firm. We compare environmental policy under discretion, in which policy is updated upon learning new information, versus under rules, in which policy is not updated. When investment in abatement technology is made prior to the resolution of uncertainty, neither discretion nor rules with either taxes or standards achieve an efficient solution. When there is little uncertainty, rules are superior to discretion because discretionary policy gives the firm an incentive to distort investment in order to influence future regulation. Voting on Open Space: An Analysis of the Decision to Hold a Referendum and of Referendum Results AgEcon

A modified version of this article has been published in the May 2007 issue of the journal Ecological Economics. This paper presents the first comprehensive analysis of municipal-level open space referenda, both the decision to hold a referendum and referendum results, across the entire contiguous United States. We find that municipalities populated by more educated, environmentally aware and politically left-leaning people and that experienced substantial population growth in surrounding areas were more likely to hold open space referenda than other municipalities.
