In the ongoing debate of CAP reform, a new tool was proposed for farms that aims to create a new market for ecosystem goods and services that may be provided by agriculture. The mechanism of floor and trade (FT) assigns each holding a "minimum of environmental goods" that must be provided at farm level to ensure sustainability and justifies the subsides received from CAP. In this proposal we will analyse what might happen in a limited region (Veneto) with the application of FT mechanism, given the geographical conditions and the structural situation of farms, using FADN data. The Pacioli network explores the needs for and feasibility of innovation in farm accounting and its consequences for data gathering for policy analysis in Farm Accountancy Data Networks (FADNs). PACIOLI 10 was held in Motta di Livenza, near Venice, Italy, in December 2002. This workshop report presents the papers. In the 10th Pacioli workshop special attention was given to a number environmental topics, using micro data. Other topics include policy models, farm safety nets, corporate social responsibility, software development, representativity in data networks and farm auditing. In addition results of the workgroup sessions on the creation of a thematic network are reported. |

Over the last twenty years, climate change has become an increasing concern for scientists, public opinions and policy makers. Due to the pervasive nature of its impacts for many important aspects of human life, climate change is likely to influence and be influenced by the most diverse policy or management choices. This is particularly true for those interventions affecting agriculture and forestry: they are strongly dependent on climate phenomena, but also contribute to climate evolution being sources of and sinks for greenhouse gases. Interest towards farmland market has been increasing in recent years. In developing countries there is rising concern about land being purchased by foreign investors, while in the developed world the debate is centred on whether agricultural factors are still the main determinants of land values or not. This work assesses the determinants of land values in Italy using panel data techniques during the time span 1992-2010. In Italy farmland values have historically been influenced more by natural characteristics of the land than agricultural prices. However, lately non-agricultural factors have been increasing their importance. We find that agricultural prices only slightly affect average land values in Italy. Agricultural and forestry activities cover the majority of the EU territory: in particular agriculture is the main land use type, accounting for more than 41% of the land use in the EU15, while in the new Member States this share ranges between 30 and 60 %, whereas forestry is the second. The role of agriculture as both a source of and as a sink of greenhouse gases (GHG) varies significantly because of the diversity of production systems adopted by farmers and of the environmental conditions in Europe. As policy makers, taxpayers and consumers are willing to know the actual contribution of farming to natural and social environment, sustainability and sustainable development arose as key issues in public debates.
