Public authorities and consumers increasingly support food value chains that are more environmentally friendly. However, these value chains are faced with technical, economic and institutional limitations, calling into question their long-term viability. Based on two case studies of alternative food chains in France, namely einkorn (Triticum monococcum) in Haute Provence and organic rice in the Camargue, we evaluated their capacity to remain both viable and environmentally, economically and socially sustainable. After assessing the traditional economic, social and environmental performance of their sustainability, we performed a network analysis to determine the survivability of the systems. The combined use of the traditional pillars of sustainability and... |

This paper aims to assess the contribution, role, and impacts of the Science-Based Research and Innovation Program (ISRIP) on farmers’ transition to organic production in the Camargue. Focusing on how, and to what extent, research actors have contributed to the innovation pathway, we applied a methods-mix. The Participatory Impact Pathway Analysis (PIPA) was used to uncover complex mechanisms along the innovation process; the Outcome Harvesting method to adapt PIPA to the requirements of an ex-post evaluation, and the Social Network Analysis (SNA) to emphasize actors’ relationships in relation to the development process. We demonstrate that the research has contributed to change by developing co-learning interactions with farmers, although this was not... |

The findings and recommendations presented in this Research Brief are based on six regional case studies, which were performed to develop and test a methodological framework for assessing the impacts of Scientific Research on Agriculture (SRA). The aim was to investigate the complex innovation processes occurring along related impact pathways. The case studies were selected in five countries for their agro-ecological and socio-economic diversity. The methodology developed was based on the Participatory Impact Pathway Analysis(PIPA) and complemented by some additional methods, mainly to adapt the PIPA approach to the requirements of an ex-post impact assessment (using Outcome Harvesting). We also put more emphasis on the role of the actor network,... |

This paper explores the potential of Actor Network Theory (ANT) in understanding how the process of interaction and translation between human and non-human actors contribute to the development, adoption and diffusion of science-based innovations linked to the transition to organic farming. The study relies on two case studies, the French Camargue case covering a range of technical and social innovations, and the case from Bulgaria focusing on the development of a technical and product innovation, i.e. a veterinary product for organic beekeeping. The paper shows the limitations of classical approaches in studying innovations since they underestimate the role of heterogeneous actors, their status, and how they interact with each other. We argue that focusing... |

This paper attempts to assess the Impacts of Science-based Research and Innovation Programme (ISRIP) of farmer’s transition to organic rice in Camargue. We applied a methods-mix revolving around the Impact Pathway Analysis (IPA) with the goal of shedding light on complex mechanisms that occur along innovation processes and reconstructing ex-post the impact pathway of the “basket of innovations” which was identified as main innovation in the theory of change of the programme. The analysis allows identifying the specific role of the research. We demonstrate that INRA contributed to change in supporting growers through experimental trials, discussions and leaflets even though individual farmer’s testing played a more important role to find relevant... |

EU agricultural policies have often been formulated from an “orthodox approach”, without directly tackling the issue of markets structure that tend to lower the power and economic welfare of farmers. This situation reveals a need to better comprehend the long-standing dynamics and processes determining the structural position of farmers to find suitable strategies for pushing forward more sustainable food value chain models. Classical and neo-classical economic approaches to the problem often consider Unfair Trade Practices (UTP) as only cyclical phenomenon caused by temporary disequilibrium on the market. Market forces are intended to stabilise prices and to balance power among value chain actors. Such approaches underestimate the role played for example... |

Genetically modified (GM) crops (e.g. maize, soybean, oilseed rape and cotton) have been produced commercially since 1996. In 2016, 185 million hectares of GM crops were grown globally corresponding to 3.4% of the worldwide utilised agricultural area (UAA). Compared to Canada or the US, cultivation of GM crops in the EU agriculture is limited and decreased by 4.2% from136,338 ha UAA in 2016 to 130,571 ha UAA in 2017. Indeed, GM crops, are mainly grown in Spain and Portugal. The EU coexistence strategy seeks to ensure the choice of consumers and farmers between conventional, organic and GM crop production. As adventitious presence of GM crops in non-GM crops cannot be excluded, suitable measures are needed during cultivation, harvest, transport, storage and... |

This thesis intends to evaluate, develop and test different qualitative methods and ways of ex-post assessing the impacts and contribution of the research on innovation processes and the society, in relation to the transition to organic agriculture. We have conducted two case studies focusing on the transition to organic farming. First is the Camargue case (in France) that encompasses a broad range of technical innovations. Second is on the development of the organic product Ecostop to protect bees against the varroatosis disease in Bulgaria. We evaluate the potential of a broad approach based on the Participatory Impact Pathway Analysis (PIPA) and adapted & complemented by several other methods (first article, part 4), as well as the potential of... |

This contribution is a methodological research paper that aims to demonstrate the relevance of undertaking a Social Network Analysis (SNA) for ex-post evaluating Impacts of Science-Based Research and Innovation Program (ISRIP) in the agricultural sector. Our study is based on the ISRIP Method, which is derived from the Participatory Impact Pathway Analysis (PIPA). The ISRIP Method is characterized by the organization of stakeholders’ workshops; and SNA is part of the evaluation process. In this paper, we substantially re-question the rationale of undertaking a SNA to help evaluate the impacts, role and contribution of the research through the example of farmers’ conversion to organic crop production in the French Camargue. Our analysis shows the interest... |

This report forms part of the deliverables from a project called "IMPRESA" which has been awarded financial support by the European Commission under the 7th Framework Programme. The project aims to evaluate the impact of research on agriculture performed in the EU, collecting data on recent trends in investment in agricultural research, and developing a framework combining case studies, econometric analysis and modelling for assessing its impact. A first task is to prepare country-level analysis of the agricultural research expenditures and an assessment of the availabilities of data regarding public and private investments in agricultural research. Agricultural research covers all research on the promotion of agriculture, forestry, fisheries and... |
