Removing EU milk quotas, soft landing versus hard landing AgEcon

This paper analyses EU dairy policy reforms and mainly focus on EU milk quota removal scenarios. The model used to evaluate the scenario is a spatial equilibrium model of the dairy sector. It integrates the main competitor of the EU on world markets, Oceania, as well as the main importing regions in the rest of the world. The paper first assesses the impact of the Luxembourg scenario in the prospect of a new WTO agreement in the future. It then provide a quantitative assessment of the impact of the abolition of EU milk quotas on the EU dairy sector either through a gradual phasing out or through an abrupt abolition of milk quotas. Imperfect competition in the fresh tomato industry AgEcon

In this paper, we analyse the market power of the retail industry in the French tomato market. Following the methods developed in the New Empirical Industrial Organization, we develop a structural model of this industry. The analysis is based on detailed data on final consumption and prices at both shipper and consumer levels for two types of tomatoes in France. The structural model is composed of a system of demand equation and supply equation. Supply equation includes a term that represents the market power of the retail sector. We use different models of demand in order to test the robustness of our results. Healthier food diet is likely to prevent numerous non communicable diseases. Then there is a growing interest in evaluating the impact of food price taxation on food consumption. However, strategic reactions of both manufacturers and retailers are missing in empirical analyses. Rather, passive pricing is assumed. Ignoring strategic pricing might lead to under-estimate or over-estimate the impact of food taxation. ARE FRUIT AND VEGETABLE STAMP POLICIES COST-EFFECTIVE? AgEcon

In many countries, consumption of fruits and vegetables (F&V) is below recommended levels. We quantify the economic and health effects of F&V stamp policy designed for low income consumers. The analysis combined two models: an economic model which predicts how F&V consumption is affected by a change in policy and a health model which evaluates the impact of a change in F&V consumption in terms of death avoided (DA) and life-years saved (LYS). Finally we computed the costs per DA and LYS as the ratio between the taxpayer cost of the policy and the number of DA and LYS. AGRICULTURAL POLICY IN A VERTICAL STRUCTURE OF PRODUCTION WITH AN APPLICATION TO THE MILK INDUSTRY AgEcon

This paper analyzes the effects of policy instruments used in the dairy sector. The analysis considers the supply of milk, the processing step characterized by joint production and the final demand for processed goods. A short term partial equilibrium model is defined. We use it to determine the effects of different policy scenarios on price, production, consumption and exports for the different products. Because the GATT agreements imply a decrease in the volume of subsidized exports, we particularly analyze the impact of policy instruments on the exports of different milk products.

Confirming the Price Effects of Private Labels Development AgEcon

We study the price response of national brands to the development of private labels. We use monthly data from a consumer survey reporting their purchases for 218 food products. We show that when private labels have a significant effect on national brands prices (144 cases over 218), that is positive (89%). We also show that the increase in the prices of national brand products is explained by a strategy of product differentiation. Finally, price reaction of national brands differs with the type of private labels they are facing. This paper confirms, on a larger number of products, previous empirical results.

IS THE EU SUGAR POLICY REFORM LIKELY TO INCREASE OBESITY? AgEcon

National Health authorities recommend a decrease in the consumption of ’added’ sugar. At the same moment, a reform of the Common Organisation of the Sugar Market will lead to a decrease by more than 30% of the sugar price in the EU. Using the example of the soft drink industry, this paper investigates the impact of that reform on the consumption of sugar sweetened beverages. INTERREGIONAL ANALYSIS OF THE IMPACTS OF ELIMINATING EUROPEAN UNION MILK PRODUCTION QUOTAS AgEcon

An hedonic spatial equilibrium model of the European Union dairy sector is used to evaluate the interregional impacts of eliminating milk production quotas under a variety of domestic policy (intervention prices and domestic production/consumption subsidies) and trade policies (tariff rate quotas and export subsidies). The simulation results indicate that the removal of the EU milk production quotas is welfare improving both only with substantial liberalization of trade. Hence, production quota removal by itself is not a desirable policy alternative for either the EU or the world. Rather, policy reform should involve the joint consideration of domestic and trade policy instruments.

Food Safety Regulation and Firm Productivity: Evidence from the French Food Industry AgEcon

The purpose of this article is to assess whether food safety regulations imposed by the European Union in the 2000s may have induced a slow-down in the productivity of firms in the food processing sector. The impact of regulations on costs and productivity has seldom been studied. This article contributes to the literature by measuring productivity change using a panel of French food processing firms for the years 1996 to 2006. To do so, we develop an original iterative testing procedure based on the comparison of the distribution of efficiency scores of a set of firms. Our results confirm that productivity decreased in the poultry processing industry at the time when safety regulation was reinforced.

EU Dairy Sector: Impact of Luxemburg Reform, EU Enlargement and Trade Negotiations AgEcon

The EU dairy sector is facing a period of significant changes that are due to three major decisions: the EU enlargement, the Luxembourg reform and on-going WTO negotiations. To evaluate the impact of such changes we developed a model of the EU and world dairy industry. The model is composed of two modules that interact: a milk and beef supply module and a dairy industry module. In this paper we present the model and focus on elements that are crucial for a better understanding of the impact of reforms: quota rents in the EU, evolution of production in the new member states and trade policy.

The EU dairy sector is facing a period of significant changes that are due to three major decisions: the EU enlargement, the Luxemburg reform and on-going WTO negotiations. In this paper, we focus on the analysis of changes in both domestic and trade dairy policies using a spatial model of the dairy sector that includes EU25 member countries, the modelling of the rest of the world including the main world dairy exporter (Oceania) and 4 importing areas (Africa, America, Asia and the Rest of Europe). The paper provides detailed results with respect to dairy markets in the EU. We show that in the context of the Luxemburg reform, the WTO might have positive impacts on EU milk price. Price Discrimination and EU Dairy Policy: An Economic Evaluation of Policy Options AgEcon

In a period of market liberalization and multilateral trade negotiations, price discrimination for commodities with distinct markets provides additional policy options to support farm income. While both the USA and Canada have implemented price discrimination policies in their domestic dairy sector, so far the European Union (EU) has not. This paper evaluates the options of developing a price discrimination policy in the EU dairy sector. The analysis is based on an interregional model of the EU dairy sector, involving milk production, dairy processing, and consumption of ten dairy commodities in nine regions.
