The Market for Payment Entitlements in Germany AgEcon

In 2005, Germany implemented CAP decoupled payments. Direct payments were converted into tradable, production decoupled, single farm payments (SFP) by a hybrid model. From 2010 - 2013, there will be a gradual transition to a regional model. The following paper shows the results of an analysis of the market for payment entitlements in Germany between 2005 and June 2007. Data are derived from the German Central IACS database (ZID). In this period 1.2 of the 17 million payment entitlements changed their owner. A closer look at the figures reveals that despite a large difference in the face value of the entitlements, the entitlements are rarely traded in order to optimize farm budget. The modelling and information system RAUMIS is used for policy impact assessment to measure the impact of agriculture on the environment. The county level resolution often limits the analysis and a further disaggregation at the municipality level would reduce aggregation bias and improve the assessment. Although the necessary data exists in Germany, data protection rules (DPR) prohibit their direct use. With methods such as the Locally Weighted Averages (LWA), and with aggregation singling production activities into larger groups of activities, the data at the municipality level can be made publicly available. The impact of changing agricultural policies on jointly used rough pastures in the Bavarian Pre-Alps - an economic and ecological scenario approach AgEcon

The following paper assesses the impact of different policy options on the land use and associated biodiversity values of jointly organized low intensity grazing systems (‘Allmende’) in Southern Bavaria. We use an integrated economic and ecological modelling approach to compare the results of the scenarios with a reference situation that reflects the Common Agricultural Policy prior to the Fischler Reform. The economic sub model is based on single farms which alter their land use in response to economic stimuli. Within the economic part, key factors like the farm’s endowment with machinery, quota and buildings but also the farmer’s attitude are regarded. Regional differences in the determinants for structural change in German agriculture AgEcon

In Germany agricultural land use is very heterogeneous with respect to management orientation and productivity even at local level. Also the rate of structural change shows a wide variation. While for a limited number of factors (e.g. farm size) a stable relation to structural change could be widely confirmed for different parts of Germany, the results for other indicators are contradictory. This holds especially for indicators describing to the marginality of a site. Many concerns related to structural change and development of land use intensity, e.g. abandonment of high nature value farmland, are only relevant in a very specific local context. MUNICIPALITY DISAGGREGATION OF GERMAN'S AGRICULTURAL SECTOR MODEL RAUMIS AgEcon

Since several decades the RAUMIS modelling system is applied for policy impact assessments to measure the impact of agriculture on the environment. A disaggregation at the municipality level with more than 9.000 administrative units, instead of currently used 316 counties, would tremendously improve the environmental impact analysis. Two sets of data are used for this purpose. The first are geo-referenced data, that are, however, incomplete with respect its coverage of production activities in agriculture. Reducing GHG Emissions by Abandoning Agricultural Land use on Organic Soils - A Cost Assessment AgEcon

Roughly 6.5% of the German utilized agricultural area is located on organic soils (fens and bogs). Nevertheless, the drainage of these areas in order to allow their agricultural utilization causes roughly a third of the greenhouse gas emissions (GHG) of the German agricultural sector, being equivalent to 4% of the total German GHG emissions. Obviously, German policies trying to reduce the GHG emissions successfully must tackle this issue. Impact of the CAP Reform on Small-Scaled Grassland Regions in Bavaria, Germany AgEcon

The CAP reform of 2003 will change farmer's business environment in Europe. This paper analyses the impact of the reform on the land use in southern German grassland regions. The assessment will be based on model calculations for two typical grassland regions. Each study area represents one village with its specific farm structure and natural conditions. Impact of the CAP reform on small-scale grassland regions AgEcon

This paper presents a regional land-use model that conceives farms as independent agents aiming at maximum individual utility. Farm agents optimize their utility with the help of a linear-programming algorithm that takes into account natural, economic and personal restrictions. Interactions between farms take place on the land market, which is modelled as an equilibrium market. The model is applied in three typical grassland regions in southern Bavaria. The results indicate that the CAP reform of 2003 has various significant consequences for grassland use. In particular, the decreasing profitability of dairy farming will lead to low-intensity forms of grassland use, including mulching. In general, land rents will increase due to the effects of decoupling.

DEVELOPMENT OF THE UTILIZATION OF PASTORAL LAND IN THE EU 25 AFTER 2003 AgEcon

Farming systems based on products of roughage feeders are a vital part of the EU agricultural production. Up to the CAP reform in 2003 the EU promoted these systems via a wide variety of measures. This paper highlights the different impacts European, national and regional support measures have on the utilization of pastoral resources across the EU-25. Based on an expert survey and a literature review the paper summarizes the expected developments of pastoral farming systems across the EU.
