There is significant policy interest in liquid biofuels with appealing prospects for energy security, farm security, poverty alleviation, and climate change. Large-scale commercial biofuel production could have far reaching implications for regional and global markets – particularly those related to energy and land use. As such, large-scale biofuels growth is likely to have significant impacts on global greenhouse gas (GHG) emissions. This paper utilizes a CGE model with explicit biofuel, land, and energy markets. Spatial forest management models recognize that nontimber benefits cat1 be influenced by the status of adjacent land. For instance, contiguous old growth provides habitat, aesthetic value, and environmental services. Conversely, edge areas provide forage and cover habitat for game and non-game wildlife. However, adjacency externalities are not limited to nontimber concerns. Larger harvest areas generate average cost savings as fixed harvesting costs are spread across greater acreage, a problem excluded from most literature on optimal harvesting. Several studies in the recent past have offered a contrasting and wide range of perspectives on economic and environmental implications of biofuels. In this study we develop a comprehensive and consistent framework for analyzing the global economic interactions and the direct and indirect impacts of biofuels production on greenhouse gas (GHG) emissions. Over the past few years, interest in bioenergy has boomed with higher oil prices and concerns about energy security, farm incomes, and mitigation of climate change. In the same time, there is significant interest in international agricultural and forestry based greenhouse gas (GHG) mitigation. IMPACT OF US AND EUROPEAN BIOFUEL POLICIES ON FOREST CARBON AgEcon

This paper develops a dynamic, regional analysis of the effects of US and European biofuel mandates on land use, forestry stocks, and carbon emissions. The results suggest that these mandates may cause an additional 23-26 million hectares of forestland losses globally, but additional carbon emissions of 1.2 – 1.6 billion t CO2. The estimates are found to be sensitive to the elasticity parameter on the land supply function in the model, with the higher elasticity estimates associated with larger carbon losses. The regional analysis turns out to be quite important, because some regions end up gaining forestland and increasing carbon stocks. A key consideration for development of energy and climate policy affecting the forestry and agricultural sectors is that the selection of specific mechanisms implemented to achieve bioenergy production and/or greenhouse gas (GHG) mitigation targets may have substantial effects on landowner incentives to adopt alternative practices. For instance, the prices of allowances and offsets are expected to diverge under some policies being considered where there is a binding cap on the quantity of offsets from the agricultural and forest sectors. This paper investigates three important energy and climate policy issues: (1) the availability of biomass for electricity generation (i.e., supply), (2) climate policy effects on this supply, and (3) the net greenhouse gas reduction when biomass is used for electricity generation. Using a detailed model of U.S. agriculture and forestry markets and land-use, that includes a broad and diverse set of biomass feedstocks, we evaluate competing potential sub-national and feedstock specific supplies of biomass for U.S. electricity generation. Our preliminary results suggest significant supply, with residues dominating at lower delivered energy prices, and dedicated crops significant at higher prices.
