Scambi commerciali agricoli e accordi di partenariato tra Unione Europea e Africa AgEcon
Bernini Carri, Carlo; Sassi, Maria.
The Cotonou Partnership Agreement, signed on 2000, marks the beginning of a new cooperation phase between ACP countries and the EU. The IV pillar of the Agreement, aimed at the creation of a free trade area, concerns the economic and trade cooperation and is targeted to make trade in line with the WTO rules and to allow the ACP countries a full participation to international trade understood as strategic condition for supporting growth and development. In this context, the trade relationships between the EU and Africa are of specific importance when referred to agricultural products. The liberalization process might have a significant impact for the EU as leading world exporter and importer of agricultural goods and the wider destination and origin...

Trade and Competitiveness of the Mediterranean Countries on the Olive Oil Market AgEcon
Carri, Carlo Bernini; Sassi, Maria.
In the context of the establishment of a Mediterranean Free Trade Area, the paper analyses the structure and competitiveness of the Mediterranean basin countries in the olive oil trade and gives a preliminary explanation of the likely impact of the next liberalization process and challenges for the EU Mediterranean countries. The paper starts showing the level of integration of the international olive oil market and underlining the main factors affecting the process. Than, after a brief explanation of the methodology adopted, it analyses the main results achieved. Conclusions try to understand the impact of the competitive scenario showed by the empirical analysis on the Euromediterranean olive oil market following the trade liberalization.

A Mixed Geographically Weighted Approach to Decoupling and Rural Development in the EU-15 AgEcon
Pecci, Francesco; Sassi, Maria.
The CAP reform and the recent EC communication aimed at preparing its Health Check emphasise the need for interventions locally based where agricultural policy integrates with a broader policy for rural areas growth. In this context, the paper investigates the possible different sets policy indicators affecting agricultural productivity at the regional level considering spatial heterogeneity by means of a Mixed Geographically Weighted Regression approach. The analysis is based on a set of policy sensitive indicators selected according to the key component of the CAP reform and referred to a sample of 164 EU-15 regions at NUTS2 level. The methodology adopted, new for the empirical literature on the topic, allows for a more accurate understanding of spatial...

THE AGRICULTURAL EXPORT-GROWTH NEXUS IN THE EU-27 AND THE COUNTRY RISK AgEcon
Sassi, Maria.
The EU agriculture is undergoing an important process of liberalization and global integration within which its growth is a key issue particularly in view of the targets of competitiveness and convergence set by the Community. In this context, the paper, focusing on the EU-27 and the time period 2000-04, analyses the agricultural export-growth nexus and the role of the country risk, aspect that is still lacking in the empirical literature.

Agricultural Convergence and Competitiveness in the EU-15 Regions AgEcon
Sassi, Maria.
On the basis of the stochastic kernel approach, the paper verifies the agricultural convergence process from 1994-2003 across a sample of 170 EU-15 regions at Nuts2 level classified according to their initial competitive profile through the Kohonen Self-Organizing Maps technique. The results achieved have, first, underlined the complexity of the competitive scenario summarized in four different profiles: non competitive regions; strongly competitive and innovative regions; competitive regions with diversification and production sustainability; and strongly dependent on the CAP direct support. They affect in a different way convergence. The process seems to be determined by the specific factors at the basis of agricultural competitiveness within which...

Agricultural and Economic Convergence in the EU Integration Process: Do Geographical Relationships Matter? AgEcon
Sassi, Maria; Pecci, Francesco.
In the light of the reaffirmed importance of agricultural convergence within the integration process, the paper provides a preliminary investigation of the impact of the enlargement from the EU-15 to the EU-27 on agricultural real b-convergence and, with reference to the EU-27, of its relationship with economic catching-up process. The empirical analysis, based on a GWR approach, takes into account the regional spatial interdependences in estimating local parameters of convergence. The approach adopted allows to overcome the contradictory results from OLS estimations and parametric spatial econometric models pointed out by the literature and primarily connected to the existence of no unique convergence rate all over Europe. The analysis is based on a...

Impact of climate change on wheat market and food security in Sudan: stochastic approach and CGE model and CGE Model AgEcon
Sassi, Maria; Cardaci, Alberto.
The paper aims at analysing the impact of the likely change in rainfall on food availability and access to food in Sudan. The empirical investigation is based on an integrated approach consisting of a stochastic method and CGE model. The former provides the likely changes in sorghum, millet and wheat productivity and their probability of occurrence according to rainfall predictions based on historical data. These results are at the basis of the shocks simulated in a standard CGE model augmented with a stochastic component. Achievements underline the negative impact on the two dimensions of food security taken into consideration, mainly due to a reduction in cereal supply, a marked cereal inflation pressure and income contraction; the grater negative effect...

Structural Change And Economic Convergence Across The Eu-15 Regions: Can The Agricultural Sector Play a Role? AgEcon
Sassi, Maria.
Economic and agricultural convergence across the EU regions has for a long time attracted the attention of economists and more so in the recent decade following the EU enlargement. Empirical contributions have referred explicitly or implicitly to the Solow’s model of economic growth testing absolute and conditional b-convergence. The recent literature suggests that the prevailing neoclassical and sectoral approach is not suitable to face the implication of structural change on economic convergence whose understanding is key within the current process of significant marginalization of agriculture and partly of industry in favour of the service sector. In this context the aim of the paper is the understanding the size and evolution of this change, the way in...

Over fifteen years have elapsed since the transition from the centrally planned economic system started in the early 1990’s. During this time agricultural and rural areas of Central and Eastern Europe have undergone profound structural changes with wide variations in the degree of transformation and in the rate of success in creating a competitive market and private ownership based food and agricultural system. By becoming member of the European Union the "transition" in its traditional interpretation has been concluded in ten of the Central East European countries. The transition to market based agriculture, however, is far from completion in Southern and Eastern Europe and especially in the CIS countries. International Association of Agricultural...

Spatial and non spatial approaches to agricultural convergence in Europe AgEcon
Gutierrez, Luciano; Sassi, Maria.
The paper starts from the critiques to the Barro-style methodology for convergence analysis with the aim of reviewing the econometric approaches for testing spatial effects in convergence process related to both cross sectional and panel data regressions, a framework that is applied to a sample of 80 regions of the EU-15 at NUTS-2 level over the time period from 1980 to 2007. The empirical analysis compares results from approaches and, at the same time, provides empirical evidence from techniques that are now widely recognised in the understanding of regional growth and the influence of space but never or rarely applied to the agricultural context. Results point out the complexity of the process of agricultural regional convergence in Europe that cannot be...

IMPACT OF CLIMATE CHANGE AND INTERNATIONAL PRICES UNCERTAINTY ON THE SUDANESE SORGHUM MARKET: A STOCHASTIC APPROACH AgEcon
Sassi, Maria.
The paper simulates the possible sorghum price change and the related probability of occurrence under different rainfall scenarios and in a context of price uncertainty on international markets. The empirical investigation is based on the stochastic approach. Results underline an expected increase in sorghum price under the effect of the high level of uncertainty in precipitation and in international market price; the most intense likely change produced by the international market price of sorghum uncertainty; the need to overcome the agricultural view in policy making in order to include a market perspective.
