Valuation of Carbon Forestry and the New Zealand Emissions Trading Scheme: A Real Options Approach Using the Binomial Tree Method AgEcon
Tee, James; Scarpa, Riccardo; Marsh, Dan; Guthrie, Graeme.
Under the New Zealand Emissions Trading Scheme, new forests planted on/after 1st January 1990 can earn carbon credits. These credits have to be repaid upon forest harvest. This paper analyses the effects of this carbon scheme on the valuation of bareland, on which radiata pine is to be planted. NPV/LEV and Real Options methods are employed, assuming stochastic timber and carbon prices. Valuation increases significantly and rotation age is likely to be lengthened. We include a scenario analysis of potential implications of rotation age lengthening on carbon stock management in New Zealand.

Consumer's WTP for Environment-Friendly Production Methods and Collective Reputation for Place of Origin: The Case of Val di Gresta's Carrots AgEcon
Scarpa, Riccardo; Thiene, Mara; Marangon, Francesco.
This paper investigates preferences for various environment-friendly production system for carrots using discretechoice multi-attribute stated-preference data amongst buyers and explore the effect of collective reputations from growers of an Alpine valley known to be completely dedicated to organic production. Results show that buyers distinctly recognize only organic production as a production system different from the conventional one, and there is some evidence of recognition of collective reputation. As well as for marginal utility of income, substantial unobserved heterogeneity is found for many skin imperfections, origin from the organic Alpine valley and the organic production methods. The implied sample distributions of WTP for each of these random...

Does respondent’s perceived knowledge of the status quo affect attribute attendance and WTP in choice experiments? Evidence from the Karapiro Catchment Freshwater streams AgEcon
Marsh, Dan; Mkwara, Lena Asimenye; Scarpa, Riccardo.
In environmental valuation studies with stated preference methods researchers often provide descriptions of status quo conditions which may differ from those perceived by respondents. Ignoring this difference in utility baselines may affect the way attributes are attended to in choice tasks and further affect the magnitude of utility changes and hence bias the implied estimates of benefits from the proposed environmental policies. We investigate this issue using data from a choice experiment on a community’s willingness to pay for water quality improvements in streams. About 60% of respondents perceived the description of the quality of water in streams to be better than the one we provided in our scenario. Our results show some differences in serial...

Italian Consumer Acceptance of Nutritionally Enhanced GM Food AgEcon
Canavari, Maurizio; Tisselli, Farid; Nayga, Rodolfo M., Jr.; Scarpa, Riccardo.
The aim of this article is to evaluate Italian consumers’ acceptance and willingness to purchase GM foods based on the type of benefit (input vs output trait) and product (plant based vs animal based). Two surveys were administered in two consecutive years (2004 and 2005) and the data used to test for possible changes in consumer acceptance. The results of a multinomial logit analysis suggest that on average consumer acceptance for plant-based GM food was higher in 2005. This study confirmed the key role of information strategies to consumers, with the most relevant results being the role distorted information play in raising the consumer’s level of fear and perceived risk. Respondents also place a higher level of confidence on scientists who are generally...

Influence of Brand Equity on Milk Choice: A Choice Experiment Survey AgEcon
Taglioni, Chiara; Cavicchi, Alessio; Torquati, Biancamaria; Scarpa, Riccardo.
In the context of sustainable consumption buying local produce could support environmentally friendly production from the local economy. Our study estimates the preference weights that local consumers assign to some milk attributes including local origin and the influence on choice of a local brand of milk, which is traded by a local cooperative of producers in Umbria (Italy). Several preference segments are found amongst fresh and UHT milk buyers by employing a Latent Class model to analyze stated choice data. This specification allows us to verify whether consumers who have a better attitude towards local milk also prefer this brand to others, placing different values on the regional origin of milk.

Climate Change Mitigation Policy: The Effect of the New Zealand Emissions Trading Scheme on New Radiata Pine Forest Plantations in New Zealand AgEcon
Tee, James; Scarpa, Riccardo; Marsh, Dan; Guthrie, Graeme.
Climate change is one of the toughest challenges facing the world today. Putting a price on carbon emissions is an important step towards climate change mitigation. A cap and trade system is one of the ways to create a carbon price. The New Zealand Emissions Trading Scheme (NZETS) is the world’s first economy-wide cap and trade system that covers all sectors and all 6 greenhouse gases. Forestry is a major part of the NZETS, allowing foresters to earn carbon credits for new forests planted on and after 1st January 1990 (afforestation and reforestation). At the same time, the NZETS also makes foresters liable for harvesting new forests planted on and after 1st January 1990, and deforesting forests existing on and before 31st December 1989. In this paper, we...

Ecological characteristics and new competitiveness strategies in fresh vegetables market AgEcon
Cembalo, Luigi; Cicia, Gianni; Del Giudice, Teresa; Scarpa, Riccardo; Tagliafierro, Carolina.
The intense process of internationalisation of the food market is giving rise to new competitive scenarios. The growth of market shares by new export countries, along with other consumer and retailer's issues impose different marketing policies for agri-food products. In particular, a wider awareness of consumers for environmental and health issues is modifying the structure of demand for fresh products. In the past, the country of origin and a convenient quality/price ratio were the main strategic strengths for gaining and maintaining international market shares . Nowadays market shares are gained by moving towards new product attributes, namely environment friendliness and food safety. This paper aims to suggesting new and more successful marketing...

“Mixed signals: Stated preferences for future states of three New Zealand rivers” AgEcon
Bell, Brian A.; Sinner, Jim; Phillips, Yvonne; Yap, Michael; Scarpa, Riccardo; Batstone, Chris; Marsh, Dan.
We conducted an online choice survey to inform advice to the Tasman District Council on setting management objectives for multiple uses and values across several catchments. One sub-sample was recruited via a survey company and a second via a public call with prize draw. From a survey with unlabelled choice sets for three rivers, we estimated a separate model for each river. Coefficients for natural character, fish & fishing, local jobs and cost were generally significant and had expected signs. Coefficients on swimming and boating attributes were weak even though 68% and 31%, respectively, of the panel sample reported engaging in these activities. Levels of attributes varied for the three rivers and, together with within-sample variation, made...

Farm Animal Welfare, Consumer Willingness to Pay, and Trust: Results of a Cross-National Survey AgEcon
Nocella, Giuseppe; Hubbard, Lionel J.; Scarpa, Riccardo.
Higher animal welfare standards increase costs along the supply chain of certified animal-friendly products (AFP). Since the market outcome of certified AFP depends on consumer confidence toward supply chain operators complying with these standards, the role of trust in consumer willingness-to-pay (WTP) for AFP is paramount. Results from a contingent valuation survey administered in five European Union countries show that WTP estimates were sensitive to robust measures of consumer trust for certified AFP. Deriving the WTP effect of a single food category on total food expenditure is difficult for survey respondents; hence, a budget approach was employed to facilitate this process.

Lexicographic Preferences in Discrete Choice Experiments: Consequences on Individual-Specific Willingness to Pay Estimates AgEcon
Campbell, Danny; Hutchinson, W. George; Scarpa, Riccardo.
In discrete choice experiments respondents are generally assumed to consider all of the attributes across each of the alternatives, and to choose their most preferred. However, results in this paper indicate that many respondents employ simplified lexicographic decision-making rules, whereby they have a ranking of the attributes, but their choice of an alternative is based solely on the level of their most important attribute(s). Not accounting for these simple decision-making heuristics introduces systemic errors and leads to biased point estimates, as they are a violation of the continuity axiom and a departure from the use of compensatory decision-making. In this paper the implications of lexicographic preferences are examined. In particular, using a...

Waikato warm home study AgEcon
Phillips, Yvonne; Scarpa, Riccardo.
New Zealand houses are cold, damp, and poorly insulated by international standards. Our substandard housing stock has negative effects on health, quality of life, productivity, winter air quality, energy use and transmission. Investment in home energy efficiency is below the socially optimal level due to information asymmetries, bounded rationality and to some degree, non-excludability. Uptake of government grants for insulation has been very low in some communities, especially by owners of private rental properties. This study examines consumer preferences and perceptions of home energy efficiency technologies for residents of the Waikato region. We use a choice experiment approach to determine willingness to pay by owner-occupiers, landlords and tenants....

DETERMINANTS OF NON-TIMBER VALUE IN NORTHERN HARDWOODS: A FRAMEWORK FOR FOREST RESOURCE ACCOUNTING AgEcon
Scarpa, Riccardo; Buongiorno, Joseph; Hseu, Jiin-Shyang; Lee, Karen.
We propose a revealed-preference based definition of non-timber values and apply it to uneven-aged northern hardwoods in Wisconsin. Non-timber values so defined are found to be sizeable. Hedonic regressions reveal theoretically consistent signs and plausible magnitudes of determinants. Regional forest policy and natural resource accounting can both apply this concept.

Design efficiency for non-market valuation with choice modelling: how to measure it, what to report and why AgEcon
Scarpa, Riccardo; Rose, John M..
We review the basic principles for the evaluation of design efficiency in discrete choice modelling with a focus on efficiency of WTP estimates from the multinomial logit model. The discussion is developed under the realistic assumption that researchers can plausibly define a prior belief on the range of values for the utility coefficients. D-,A-,B-,Sand Cerrors are compared as measures of design performance in applied studies and their rationale is discussed. An empirical example based on the generation and comparison of fifteen separate designs from a common set of assumptions illustrates the relevant considerations to the context of non-market valuation, with particular emphasis placed on Cefficiency. Conclusions are drawn for the practice of reporting...

MONITORING CHOICE TASK ATTRIBUTE ATTENDANCE IN NON-MARKET VALUATION OF MULTIPLE PARK MANAGEMENT SERVICES: DOES IT MATTER? AgEcon
Scarpa, Riccardo; Thiene, Mara; Hensher, David A..
Land management in Alpine Parks provides multifunctional services to separate groups of users. Choice experiments can be used to derive estimates of value for different management attributes. However, little research has been conducted on how frequently respondents ignore attributes used to describe policy management scenarios. We fill this gap using an approach that identifies and compares both serial and choice-task attribute non-attendance addressing five different visitor types. Our results indicate that accounting for choice-task non-attendance significantly improves model fit and yield estimates of marginal WTP with a more plausible pattern of signs and greater efficiency.

Using Discrete Choice Experiments to Derive Individual-Specific WTP Estimates for Landscape Improvements under Agri-Environmental Schemes: Evidence from the Rural Environment Protection Scheme in Ireland AgEcon
Campbell, Danny; Hutchinson, W. George; Scarpa, Riccardo.
Reported in this paper are the findings from two discrete choice experiments that were carried out to address the value of a number of farm landscape improvement measures within the Rural Environment Protection (REP) Scheme in Ireland. Image manipulation software is used to prepare photorealistic simulations representing the landscape attributes across three levels to accurately represent what is achievable within the Scheme. Using a mixed logit specification willingness to pay (WTP) distributions based on the parameter estimates obtained from the individual conditional distributions are derived. These estimates are subsequently adjusted and combined to account for baselines and levels of improvement resulting from the implementation of the REP Scheme....

Consumers WTP for Wine with Certified Origin: Latent Classes Based on Attitudinal Responses AgEcon
Scarpa, Riccardo; Thiene, Mara; Galletto, Luigi.
This paper investigates preference heterogeneity of wine consumers by using latent class models based on attitudinal questions. Such responses turn out to be an important source of additional information when the goal is to identify different groups of people with a similar wine preference structure. We assume that preferences are latent and the responses to attitudinal questions are the visible effect of this latent heterogeneity. We find evidence of 4 different classes of respondents with similar response patterns. We focus on preferences for a well-known wine, the Prosecco, and sample the population in the area of production. For each preference-class we estimate a class-specific WTP equation for this wine, so as to estimate the class responsiveness of...
