New Jersey is very much like many other states in the northeastern region of the United States. On the other hand, it is unique in a number of ways. New Jersey is characterized by (1) a large and affluent consumer base, (2) access to major ports and air transportation facilities which facilitates foreign imports and exports, and (3) large food manufacturing, retail and service sectors. New Jersey's food wholesale sector is therefore an important economic sector with strong potential for future growth. Food wholesalers can provide stable high-paying jobs in an economy still recovering from the 1989-92 recession. Public debate on biotechnology is embroiled in controversy over the risks and benefits associated with this emerging technology. Using data from a national survey, this study analyzes public acceptance of biotechnology in food production. Empirical results suggest that while there is general optimism about biotechnology, and support for its use in plants, public approval of its use in animals is perhaps more limited. Younger and more educated individuals are generally more supportive of biotechnology. CONSUMER PERCEPTIONS OF FOOD BIOTECHNOLOGY: EVIDENCE FROM A SURVEY OF U.S. CONSUMERS AgEcon

This paper is a descriptive study of consumers’' self-reported knowledge, assumptions, and acceptance of genetically modified foods in the U.S. These findings are based on a national survey of consumers. Our findings demonstrate a rather low level of awareness among most Americans about bioengineered foods. Most Americans tend to view the use of biotechnology in food production with guarded optimism. While a majority believe that biotechnology will benefit many people, they also feel that the dangers of genetic modification warrant strict regulation of the technology. In general, there is greater support for the use of this technology in plants than in animals and in order to bring tangible benefits to consumers.

This paper presents the problems facing food firms using information from focus groups of industry executives from New Jersey. The leading problems for food manufacturers are related to regulation, taxation, economic development, and high business costs. For food wholesalers the leading problems are transportation, regulation, labor quality, training and education, and public relations. Food retailers cite litigation and liability, high business costs, regulation, and insurance costs as leading problems. For food service firms, regulation, licensing and permits, labor quality and costs, and high business costs are the most pressing problems. Policy recommendations for improving the business climate are provided.

This paper provides an overview of the four key sections of the Public Health Security and Bioterrorism Preparedness and Response Act of 2002, with regard to Administrative Detention (Section 303), Facilities Registration (Section 305), Records and Maintenance (Section 306), and Prior Notice of Food Imports (Section 307). Significant divergence exists in public opinions about biotechnology. Although there is broad support for plant biotechnology for health benefits, opinions differ on the issue of animal genetics for pure economic benefits. While some are opposed to it, many are undecided about genetically modified foods. Considerable skepticism exists about scientists, corporations and government which have negative influence on public acceptance of food biotechnology. Consumers' personal attributes have significant influence on their views about various biotechnology issues.

The Food and Drug Administration publishes a Standard Food Code which individual states either ratify, or amend and ratify, as the State Food Code. New Jersey has not adopted any revisions to the FDA Standard Food Code since 1993. Currently, the New Jersey Department of Health and Senior Services is considering the implementation of a mandatory food safety certification program for all of the state's foodservice establishments beginning in April 2003. Foodservice businesses serving "high risk" populations, such as the young, ill, or elderly, will be the first segment of the industry required to comply with the new guidelines. The Jersey Fresh marketing program, one of the nation’s leading examples of state-sponsored agricultural marketing promotion, enables consumers to easily identify quality fresh produce from New Jersey by promoting locally grown fruits and vegetables in the market with Jersey Fresh’s logos. This study utilizes a consumer survey to evaluate the effectiveness of the Jersey Fresh Program in terms of the impact the promotional logos have on consumers. This study analyzes U.S. consumers’' acceptance of genetically modified foods within the ordered-probit-model framework. The willingness to consumer three difference GM foods is modeled in terms of consumers’' economic, demographic, and value attributes. Empirical results indicate that respondents’' attitudes and perceptions of biotechnology and their views about various private and public institutions associated with this technology are important determinants of their acceptance of food biotechnology. We find that attitudinal variables have greater influence on the acceptance of food biotechnology than do consumers'’ economic and demographic attributes.
