Over the past few years, certification schemes in the agribusiness sector have gained great importance as an instrument of quality assurance in the supply chain (Jahn et al. 2005; Fulponi2006; European Communities 2006a). Institutional Change and Acceptance of Quality Assurance: The Case of Organic Farming in Germany AgEcon

The institutional framework of the certification scheme is a crucial factor for the future success of the organic market. Increasing complexity and a few scandals indicate that the current control structures might be insufficient. A better understanding of farmers’ attitudes is necessary to increase acceptance and to guarantee the longer-term success of the organic certification system. Against this background we designed a theoretical framework based on a cognitive perspective. The empirical basis of the study was a survey conducted with organic farmers in Germany. Results highlight that the majority of the farmers accept the present organic certification system, but are not convinced of its cost-benefit relationship.

Heterogeneity in the Evaluation of Quality Assurance Systems: The International Food Standard (IFS) in European Agribusiness AgEcon

Due to the growing demands of customers and several food crises, quality assurance schemes have become increasingly popular in agribusiness. With this trend in mind, it seems worthwhile to take a closer look at the satisfaction of participating European companies. The study focuses on the IFS, which has gained much relevance in the food industry. A questionnaire concerned with perceptions of the advantages and disadvantages of the IFS was answered by 389 companies. The results indicate that the overall evaluation of the IFS is primarily affected by the perceived usefulness of the catalogue of requirements and its evaluation. Furthermore, a cluster analysis was conducted and three clusters were identified, representing heterogeneous evaluations of the IFS.

At the beginning of the year 2005 the German meat industry frequently featured in the media with reports on tainted meat. Since then, a huge number of new problems concerning meat production and trade have arisen which have uncovered weaknesses in food quality control, and highlighted the explosive nature of this subject matter. It is unclear what effect the media involvement has had on the political process of regulatory decision-making in the food industry, and to what extent it has influenced this process. System Dynamics in Food Quality Certifications: Development of an Audit Integrity System AgEcon

Due to the complex structure of certification schemes the risk of flaws and scandals is generally high. It has further increased by several developments during the last years. With regard to their potential effects, it is questionable whether the certification approaches are actually able to detect deficiencies within the system and thus prevent crises which may lead to its breakdown. Hence, the ability of a standard to meet its objectives of food quality and safety needs to be enforced. In this contribution we launch the implementation of a controlling tool which automatically monitors audit quality based on information of the respective data bases. By analysing possible negative influences, opportunistic behaviour can thus be detected.

CHECKLIST GOVERNANCE? ZUR PRUFUNGSQUALITÄT VON ZERTIFIZIERUNGSSYSTEMEN IM AGRIBUSINESS AgEcon

In den zurückliegenden Jahren haben Zertifizierungsstandards im Agribusiness zunehmend an Relevanz gewonnen. Wesentliche Teile der Wertschöpfungskette sind bereits nach Standards wie QS, IFS oder EurepGap zertifiziert. In der Forschung ist bisher wenig untersucht, ob diese Ansätze tatsächlich eine hohe Kontrollqualität sicherstellen. Der vorliegende Beitrag beruht auf einer Auswertung der Datenbank der QS Qualität und Sicherheit GmbH mit mehr als 72.000 involvierten Betrieben und versucht, erste empirisch gehaltvolle Hypothesen zum Zusammenhang zwischen Prüfungsqualität und institutionellem Framing der Zertifizierung abzuleiten.

At the beginning of the year 2005 the German meat industry frequently appeared in the media with reports about rotten meat. Since then a huge number of new problems with meat have arisen which have disclosed weaknesses in food quality control and highlighted the extremely sensitive nature of the subject in the meat sector. Contrary to the BSE crisis after which private control systems were strengthened, the “rotten meat scandals” led to more state control. Hence, no clear political direction is perceptible as to whether primary responsibility for food safety should lie with the state or with the industry. Studies which analyze price-quality relations in the consumer goods market are mainly more than ten years old and deal marginally with food products. In this survey, the sceptical findings are confirmed with a special focus on the food market. The results show that food quality, risk avoidance and increase in quality benefits are not determined by price levels. Furthermore, the findings demonstrate that private labels in general – and the private labels of the discounter in particular – have a better price-quality ratio than manufacturer brands and private labels of supermarkets and hypermarkets.

Audit risk factors in certification: How can risk-oriented audits improve the quality of certification standards? AgEcon

Over the past few years, certification standards have become increasingly relevant for the agribusiness sector. Substantial parts of the value chain are already certified by standards such as QS, IFS or EurepGap. It is not known, however, whether these approaches can actually ensure a high quality control. This article is based on the analysis of the data base of the QSsystem with more than 72,000 companies involved. It tries to deduce some first empirically rich hypotheses about the connection between auditing quality and the institutional framing of the certification.
