Woody plant encroachment restricts forage production and capacity to produce grazing livestock. Biophysical plant growth simulation and economic simulation were used to evaluate a prescribed burning range management technique. Modeling systems incorporated management practices and costs, historical climate data, vegetation and soil inventories, livestock production data, and historical regional livestock prices. The process compared baseline non-treatment return estimates to expected change in livestock returns resulting from prescribed burning. Stochastic analyses of production and price variability produced estimates of greater net returns resulting from use of prescribed burning relative to the baseline. |

An economic analysis of alternative best management practices (BMPs) for atrazine remediation in Hill County, Texas, was performed by the Agricultural and Food Policy Center (AFPC) at Texas A&M University. Using the farm-level economic simulation model FLIPSIM, AFPC scientists analyzed the financial effects of the alternative BMPs on the Texas Blackland Prairie representative farm. This farm consists of 2,000 dryland acres divided among corn (600 acres), sorghum (750 acres), wheat (250 acres), and native pasture (150 acres). This farm also maintains a small beef cowherd. Regularly updated, the AFPC maintains more than 95 farms across the nation that form the basis for probabilistic-based agricultural policy evaluation. |

A method of stochastic dominance analysis with respect to a function (SDRF) is described and illustrated. The method, called stochastic efficiency with respect to a function (SERF), orders a set of risky alternatives in terms of certainty equivalents for a specified range of attitudes to risk. It can be applied for conforming utility functions with risk attitudes defined by corresponding ranges of absolute, relative or partial risk aversion coefficients. Unlike conventional SDRF, SERF involves comparing each alternative with all the other alternatives simultaneously, not pairwise, and hence can produce a smaller efficient set than that found by simple pairwise SDRF over the same range of risk attitudes. The provisions in the House (H.R. 2646) and Senate (S. 1731) farm bills are analyzed with respect to their impacts on 94 representative crop, livestock, and dairy farms. The analysis incorporates both historical price and production risk for the farms so the “safety net” aspects of the bills can be compared. Representative crop livestock and dairy farms for major production regions across the county are analyzed. Information to describe and simulate these farms comes from a panel of farmers in each local area. The farm panels are reconvened frequently to update their farm’s data. The representative farm data base has been used for policy analysis for more than 15 years. The simulation model used for the analysis was developed by AFPC scientists. |
