ECONOMIC AND FISCAL IMPACTS OF A RETIREMENT/RECREATION COMMUNITY: A STUDY OF TELLICO VILLAGE, TENNESSEE 31
Siegel, Paul B.; Leuthold, Frank O..
Retirement/recreation communities (RRCs) have been promoted as a way for some rural regions to develop their economies. RRCs can have substantial economic impacts (changes in employment and income) and fiscal impacts (changes in local government revenues and costs) on rural communities. Because the magnitude and direction of these impacts are site-specific, assessments of RRCs as a rural development strategy should consider both the economic and fiscal impacts for a given region. This paper presents a case study of the economic and fiscal impacts of Tellico Village on Loudon County, Tennessee.

Geographic Space, Assets, Livelihoods and Well-Being in Rural Central America: Empirical Evidence from Guatemala, Honduras and Nicaragua 31
Alwang, Jeffrey Roger; Jansen, Hans G.P.; Siegel, Paul B.; Pichon, Francisco.
This paper uses an asset-base framework to analyze the determinants of rural growth and sustainable poverty reduction for the three poorest countries in Central America: Guatemala, Honduras and Nicaragua…Using a combination of GIS mapping techniques, quantitative household analysis, and qualitative analyses of assets and livelihoods, the authors generate a description of rural territories that recognizes the differential effects of policies and asset bundles across space and households. They identify the combinations of human, natural and physical, social and location-specific assets that matter most to raise household well-being and take advantage of prospects for poverty-reducing growth.
