The U.S. Department of Agriculture's Animal and Plant Health Inspection Service (APHIS) is responsible for controlling grasshopper populations on public rangelands. Under current guidelines, control of grasshoppers on rangeland should occur if grasshopper densities are at least eight per square yard. This article evaluates the concept of an economic threshold relative to the value of forage saved from destruction during a grasshopper outbreak. It is shown that financial justification for treating grasshopper outbreaks depends upon grasshopper density, rangeland productivity, climate factors, livestock cost and return relationships, and the efficacy of treatment options. |

The physical potentials of managing snow to obtain additional soil water for the enhancement of plant growth have been demonstrated. The benefits exceed the costs of snow management when averaged over time. The net benefits in any one year may be positive or negative, however, depending in part upon climatic variables. This paper casts the decision of whether or not to practice snow management as a farmer-against-nature game theory model. If farmers are pessimistic about precipitation prospects, snow management is not a profitable practice. When normal or above normal precipitation is expected, snow management is profitable. |

Raising agricultural price policies on costs of production is commonly applied. although with reservations by agricultural economists. Agricultural economists' concerns are centered on the problems with assigning values to the contributions of durable inputs and to the value of those inputs supplied by the farm operator and the operators' household. Some of these expressed reservations of agricultural economists can be reduced if focus is placed on the policy goal to be achieved in developing the production cost estimate. The policy goal affects the selection of the population on which the cost estimates are made and the items of cost to be included in the cost estimate. The incidence of benefits and costs from controlling rangeland grasshoppers on public grazing lands poses problems of economic efficiency and distributional equity. Public grasshopper control programs operate like public disaster assistance. However, grasshopper infestations are an insurable risk. This article proposes a rangeland grasshopper insurance program which reduces the economic inefficiencies and distributional inequities of the existing program. |
