Technical efficiency of water use and its determinants, study at efficiencies in small-scale irrigation schemes in North-West Province, South Africa AgEcon

This paper analyses the efficiency with which water is used in small-scale irrigation schemes in North-West Province in South Africa and studies its determinants. In the study area, small-scale irrigation schemes play an important role in rural development, but the increasing pressure on water resources and the approaching introduction of water charges raise the concern for more efficient water use. With the Data Envelopment Analysis (DEA) techniques used to compute farm-level technical efficiency measures and sub-vector efficiencies for water use, it was shown that under Constant Returns to Scale (CRS) and Variable Returns to Scale (VRS) specification, substantial technical inefficiencies, of 49% and 16% respectively, exist among farmers. Sub-vector Efficiency analysis in Chance Constrained Stochastic DEA: An application to irrigation water use in the Krishna river basin, India AgEcon

All deviations from the frontier is inefficiency in deterministic DEA (DDEA); thus making the DDEA unable to accommodate the measurement and specification errors. But, most of the production relationships are stochastic in nature with some inputs fixed in the short run. This paper addressed the above two issues by formulating a sub-vector efficiency model in a Stochastic DEA (SDEA) framework to analyze the efficiency of sub vector of inputs. The results illustrate that there is a wide scope for stochastic efficiency analysis. The overall efficiency in SDEA is higher than DDEA under both Constant and Variable Return to Scale frameworks. PERFORMANCES AND EFFICIENCIES OF THE IRRIGATION WATER USERS’ ASSOCIATIONS IN TUNISIA AgEcon

This article analyzes the efficiency of Water Users Associations (WUA) in the Cap Bon region (Tunisia) and studies its main determinants. The analysis is performed in two stages. First, the efficiency is measured via the nonparametric “Data Envelopment Analysis” (DEA) technique. The DEA models are constructed not only to assess the overall WUA efficiency but also to evaluate the management and engineering sub-vectors efficiencies separately through a mathematical modification in the initial DEA model. Recovering from conflict: an analysis of food production in Burundi AgEcon

This paper deals with the devastating food insecurity in two densely populated provinces in the north of Burundi as a result of overpopulation and low production capacity in the aftermath of conflict. We compare data that was collected in the Ngozi and Muyinga Province in 2007 with data of households interviewed on the same hills in 1996. Households live from subsistence farming, erratic surplus sales, sales of coffee and banana and occasional off- and non-farm work. We find that not only did production levels decrease but also total factor productivity (Malmquist indices calculated with DEA approach) dropped in 83% of the hills between 1996 and 2007.

The paper aims to investigate the economies of scale of Water Users’ Associations (WUA) in Tunisia. During the last years there has been a lot of discussion in Tunisia about the optimal size of WUAs, which allows more efficient management of the water resources at the local level. In this work we propose to see if the size of the WUA in the governorate of Nabeul (Central-Eastern part of Tunisia) would have to increase or decrease in order to maximize their efficiency. Impact of groundwater markets in peninsular India on water use efficiency: A Data Envelopment Analysis approach AgEcon

In the hard rock areas of India, overdraft of groundwater has led to negative externalities, increases costs of groundwater irrigation and causes welfare losses. Groundwater markets are slowly emerging as niche markets to improve water distribution and to mitigate water scarcity by stimulating more efficient use. A sample containing water sellers, water buyers and control farmers was collected to test the hypothesis of more efficient water use. The effect of groundwater market introduction on the efficiency of water use is studied using Data Envelopment Analysis (DEA). The calculated subvector efficiencies for water use show that water buyers use water most efficient. But also water sellers are more efficient in their water use than the control group....

The Importance of Water Property Rights: Lessons from South Africa and Tunisia AgEcon

With increasing water scarcity, research on policy options for improved water allocation and governance becomes an urgent priority for many developing and developed countries. Evaluating institutional alternatives is however a challenging task. This article takes a comparative approach and compares case study data from Tunisia and South Africa highlighting the importance of the water rights system for irrigators. Using contingent valuation methods the benefits for water users of changes in water rights systems are quantified. In both countries WTP estimates reveal that from the farmers’ perspective significant improvements can be made to the current water rights systems. This is valuable information for policy makers to guide institutional reforms.

Effect of changes in the institutional structure of irrigation water property rights on the willingness to pay of farmers for water: case of Tunisia AgEcon

This paper assesses the economic value of changes in the attributes of farmers’ irrigation water property rights in Tunisia. Changes on attributes generated by the transfer process of the property rights from the collective to the individual level in addition to changes in “constitutional” attributes were integrated into three scenarios. The valuation was conducted using the Contingent Valuation Method through the elicitation of individuals’ willingness to pay. Results show positive willingness to pay values for all scenarios. In South Africa water law has recently changed, adopting the principle of water as an economic good, thus levying charges on its use. For small-scale irrigators this is an important change, because currently their water use is entirely subsidized.
