Strengths and weakness of remotely sensed winds are discussed, along with the current capabilities for remotely sensing winds and stress. Future missions are briefly mentioned. The observational needs for a wide range of wind and stress applications are provided. These needs strongly support a short list of desired capabilities of future missions and constellations.

Scientific Developments and the EPS-SG Scatterometer ArchiMer

The second-generation exploitation of meteorological satellite polar system (EPS-SG) C-band-wavelength scatterometer instrument (called SCA), planned for launch in 2022, has a direct heritage from the successful advanced scatterometer (ASCAT) flown on the current EPS satellites. In addition, SCA will represent three major innovations with respect to ASCAT, namely: 1) Cross polarization and horizontal copolarization; 2) a nominal spatial resolution of 25 km; and 3) 20% greater spatial coverage than ASCAT. High-resolution satellite images of ocean color and sea surface temperature reveal an abundance of ocean fronts, vortices and filaments at scales below 10 km but measurements of ocean surface dynamics at these scales are rare. There is increasing recognition of the role played by small scale ocean processes in ocean-atmosphere coupling, upper-ocean mixing and ocean vertical transports, with advanced numerical models and in situ observations highlighting fundamental changes in dynamics when scales reach 1 km. The offshore wind climatology in the Northern European seas is analysed from ten years of Envisat synthetic aperture radar (SAR) images using a total of 9256 scenes, ten years of QuikSCAT and two years of ASCAT gridded ocean surface vector wind products and high-quality wind observations from four meteorological masts in the North Sea. The traditional method for assessment of the wind resource for wind energy application is through analysis of wind speed and wind direction observed during one or more years at a meteorological mast equipped with well-calibrated anemometers at several levels. The Copernicus Marine Environment Monitoring Service (CMEMS) provides regular and systematic reference information on the physical and biogeochemical ocean and sea-ice state for the global ocean and the European regional seas. CMEMS serves a wide range of users (more than 15,000 users are now registered to the service) and applications. Observations are a fundamental pillar of the CMEMS value-added chain that goes from observation to information and users. Observations are used by CMEMS Thematic Assembly Centres (TACs) to derive high-level data products and by CMEMS Monitoring and Forecasting Centres (MFCs) to validate and constrain their global and regional ocean analysis and forecasting systems. DopSCAT: A mission concept for simultaneous measurements of marine winds and surface currents ArchiMer

A radar scatterometer operates by transmitting a pulse of microwave energy toward the ocean's surface and measuring the normalized (per-unit-surface) radar backscatter coefficient (σ°). The primary application of scatterometry is the measurement of near-surface ocean winds. By combining σ° measurements from different azimuth angles, the 10 m vector wind can be determined through a Geophysical Model Function (GMF), which relates wind and backscatter. This paper proposes a mission concept for the measurement of both oceanic winds and surface currents, which makes full use of earlier C-band radar remote sensing experience.
