Moral Hazard in a Mutual Health-Insurance System: German Knappschaften, 1867-1914 AgEcon
Guinnane, Timothy W.; Streb, Jochen.
This paper studies moral hazard in a sickness-insurance fund that provided the model for social-insurance schemes around the world. The German Knappschaften were formed in the medieval period to provide sickness, accident, and death benefits for miners. By the mid-nineteenth century, participation in the Knappschaft was compulsory for workers in mines and related occupations, and the range and generosity of benefits had expanded considerably. Each Knappschaft was locally controlled and self-funded, and their admirers saw in them the ability to use local knowledge and good incentives to deliver benefits at low cost. The Knappschaft underlies Bismarck’s sickness and accident insurance legislation (1883 and 1884), which in turn forms the basis of the German...

How to Win Schumpeterian Competition. Technological Transfers in the German Plastics Industry from the 1930s to the 1970s AgEcon
Streb, Jochen.
Introducing the concept of innovation capital we will analyse conditions under which a national industry is able to succeed in international Schumpeterian competition. Then we will discuss the significance of this concept for the economic development of the German plastics industry from the 1930s to the 1970s. Using a repeated game model of technological cooperation we will especially focus on technological transfers from chemical firms to plastics fabricators. We will deploy both a microeconomic approach when viewing product innovations transferred by the so-called Kunststoffrohstoffabteilung (KURO) of chemical firm BASF, and a macroeconomic approach when looking at the development of total factor productivity in the German plastics fabricating industry....

Demystifying the German "Armament Miracle" During World War II. New Insights from the Annual Audits of German Aircraft Producers AgEcon
Budrass, Lutz; Scherner, Jonas; Streb, Jochen.
Armament minister Albert Speer is usually credited with causing the boom in German armament production after 1941. This paper uses the annual audit reports of the Deutsche Revisions- und Treuhand AG for seven firms which together represented about 50 % of the German aircraft producers. We question the received view by showing that in the German aircraft industry the crucial changes that triggered the upswing in aircraft production already occurred before World War II. The government decided in 1938 that aircraft producers had to concentrate on a few different types, and in 1937 that cost-plus contracts were replaced with fixed price contracts. What followed was not a sudden production miracle but a continuous development which was fuelled first by learning...
