The Economic Impact of CRP Acres in South Dakota Returning to Crop Production AgEcon
Taylor, Gary; Janssen, Larry.
The Conservation Reserve Program (CRP) was created in the 1985 Farm Bill as a program to remove highly erodible and environmentally sensitive land from agricultural production for 10-15 years. Originally viewed as a supply control program it rapidly evolved into a program that met many environmental objectives. In 2007 SD had 729,397 acres of CRP contracts expired, which was nearly 47% of the 1.56 million acres enrolled. The policy environment in late 2006 and most of 2007 consisted of CRP program offers for renewals or extensions (2-5 years) of many CRP contracts against a backdrop of escalating crop prices and economic incentives to return expiring contract acres to agricultural production. Overall there was a net reduction of 263.7 thousand acres (17%)...

How Do Ratite Meats Compare with Beef?: Implications for the Ratite Industry AgEcon
Taylor, Gary; Andrews, Linda; Gillespie, Jeffrey M.; Schupp, Alvin R.; Prinyawiwatkul, Witoon.
Emu and ostrich meats were compared with beef to identify and quantify their sensory attributes. A sensory panel was used to compare U.S. Department of Agriculture Choice top sirloin beef with emu and ostrich meat, both ground and intact forms. Comparisons of sensory quality and acceptability were made after zero, two, four and six months of frozen storage. Differences in flavor, juiciness and texture were detected between ratite meats and beef (the control). The differences were more pronounced for intact cuts than ground meat, with ratite meat usually being rated inferior to beef. Some differences in sensory acceptability across the sic-month storage period were revealed. Implications for marketing the ratite meats are made based upon the study.

The 2001 National Agricultural, Food, and Public Policy Preference Survey: The South Dakota Perspective AgEcon
Taylor, Gary.
Farmers and ranchers in 27 states were surveyed during the spring of 2001. The survey contains questions about farm income and risk management, conservation and environmental policies, trade, food labeling, the changing structure of agriculture, producer demographics, and a series of optional questions. In South Dakota, 1500 producers received surveys and 325 returned completed forms. This document compares the responses of South Dakota producers with those in the North Central region, and the nation.

FACTORS AFFECTING PRODUCTION EFFICIENCY IN A NEW ALTERNATIVE ENTERPRISE: THE CASE OF THE RATITE INDUSTRY AgEcon
Gillespie, Jeffrey M.; Schupp, Alvin R.; Taylor, Gary.
Technical efficiency measures are calculated for ratite producers using data envelopment analysis. Regression analysis is then used to determine producer characteristics that are likely to lead to higher technical efficiencies. Results indicate that the most technically efficient ratite producers in Louisiana are not producing at the benchmark efficiency level advocated by the industry. Producer experience with other livestock, specialization, and labor are factors likely to lead to higher technical efficiency. These results are expected to hold for most new, alternative livestock enterprises.

EXAMINING ECONOMIC IMPACT AND RECOVERY IN SOUTH DAKOTA FROM THE 2002 DROUGHT AgEcon
Diersen, Matthew A.; Taylor, Gary.
During the 2002 drought, farm sector economic factors were monitored to assess the likely statewide economic impacts. Timely moisture during the spring of 2003 resulted in a sizeable wheat harvest relative to recent years. Prices in the fall of 2003 resulted in a sizeable wheat harvest relative to recent years. Prices in the fall of 2003 have also been significantly higher for cattle and soybeans compared to prices in recent years. As a result, there have been inquiries as to the extent of economic recovery in the farm sector of South Dakota. The purpose of this paper is to outline the estimation procedure used to assess the drought in 2002, validate the extent of the impact, and discuss potential mitigating effects observed during 2003. The results...

The Impact of Increased Ethanol Production on Corn Basis in South Dakota AgEcon
Olson, Andrea; Klein, Nicole L.; Taylor, Gary.
A basis model is used to empirically estimate the impact of ethanol production on the South Dakota corn basis on the district and “State” levels. Monthly data is used to estimate basis as a function of futures price, supply, demand, storage, and transportation costs. The independent variables used are corn futures prices, corn production, corn usage for ethanol production, corn usage by cattle, Midwest No. 2 Diesel retail sales prices, storage availability, and unit train transportation The regression results show the impact on corn basis varies by district from $0.04 to $0.27 per bushel, with a “State” impact of $0.24 in 2005. The impact from an additional 40 million gallon per year (MGY) ethanol plant ranges from $0.06 to $0.16 per bushel, with a...

CONDITIONAL LAND TRANSFER AGREEMENTS: MICHIGAN'S ALTERNATIVES TO ANNEXATION AgEcon
Harvey, Lynn R.; Taylor, Gary.
Annexation battles often are the root cause of long-standing conflicts between municipalities. Some states, including Wisconsin, have sought to reduce the number of annexation battles by allowing the use of intergovernmental agreements addressing municipal boundary expansion and service delivery. This paper reviews Michigan's Conditional Land Transfer Act, Public Act 425 of 1984, including its unique land transfer and reversion provisions. Using a database of all agreements filed since the law's inception, this paper reviews the common provisions found in these agreements. The authors also analyze emerging policy issues and suggest amendments to further the initial policy objectives of Michigan's alternative to annexation.

Conservation Reserve Program in South Dakota: Major Findings from 2007 Survey of South Dakota CRP Respondents AgEcon
Janssen, Larry; Klein, Nicole L.; Taylor, Gary; Opoku, Emmanuel; Holbeck, Michael.
This study summarizes key results from a 2007 survey completed by 753 CRP contract holders in South Dakota. Topics covered include: comparison of national and South Dakota CRP trends, key characteristics of CRP contract holders in South Dakota, current CRP management practices and overall crop/livestock management practices, and respondent assessment of relative importance of various factors affecting their CRP decisions. Projected re-enrollment rate into a new CRP contract varies from 34 percent to 63 percent of existing CRP acres, depending on scenario. Statewide, 61 percent of post-CRP acres, not re-enrolled, are projected to be used for crop production, 30 percent for grass hay or livestock production, and 9 percent for other uses.
