The beginning of the 1990s was marked by the will of French and European Community policy makers to change the methods of managing fishing in the Mediterranean. To contribute to this dynamic by an analysis on fishing operations based on exploitation itself and by developing proposals to reinforce participation of fishing professionals in the management of regional fishing were the objectives of the study presented below. As an ancient guild dating from the Middle Ages, fishing boat captains have maintained their association in coastal ports on the Mediterranean Sea with partially modified statutes. A historical study of three associations, identified by the types of fishery practiced, reveals the basic principles of auto-regulation in fishing efforts This type of association supervises a population of fishers so that each person can live off his fishing activities within the jurisdiction of the guild with his own material and equipment and according to market conditions. To this end, these guilds regulated the fishing profession, organised fish marketing and the supply of provisions when necessary and provided minimal social security for individuals and their families. |
