This paper discusses the three invited papers presented in the session titled “New Regulations Require New Solutions: Federal Provisions Governing Concentrated Animal Feeding Operations” (i.e., CAFOs). These papers provide an excellent review of current state and federal laws and an excellent summary of what has been and is currently being done with respect to CAFO regulation. The papers present three different policy approaches: i) alternative performance standards, ii) location-specific regulation, and iii) insurance-based underwriting of CAFO discharges. Each approach has its drawbacks; however, blending theses suggested policies into current regulations would result in efficiency gains.

USING SPATIAL ECONOMETRICS TO ASSESS THE IMPACT OF SWINE PRODUCTION ON RESIDENTIAL PROPERTY VALUES AgEcon

A spatial hedonic model is developed to assess monetary harm of confined animal feeding operations (CAFOs) on property values, taking explicitly spatial dependence in property values into account. Spatial autocorrelation was found in the form of spatial lag dependence, not spatial error dependence. When spatial lag dependence is explicitly taken into account, on average the impact is reduced by 18%. The magnitude of the spatial autoregressive parameter was about 0.2 for the 1-mile distance band, meaning one-fifth of the house value could be explained by the values of the neighboring houses.

DETERMINANTS OF HOUSEHOLD HURRICANE EVACUATION CHOICE IN FLORDIA AgEcon

In this study we implement a set of econometric models to analyze the determinants of household hurricane evacuation choice for a sample of 1,355 households in Florida. This article contributes to the literature by accounting for two issues normally neglected in previous studies; namely, time and space. The empirical results suggest that households living in risky environments (mobile home and flooding areas) are more likely to evacuate. In addition, households with kids and those who have experience the treat of a hurricane also display higher probabilities to evacuate. TOWARD THE EFFICIENT PRODUCTION OF THE DISCOMMODITY OF ANIMAL ODOR: A HEDONIC PRICE APPROACH TO ECONOMIES OF SCALE AgEcon

Controversy surrounding confined animal feeding operations (CAFO) is becoming more commonplace. In several regions of the country CAFOs and local residents have had disputes over odors emanating from these operations. Viewing the CAFO as jointly producing products with utility (e.g., meat) and disutility (e.g., foul odor), it is possible to determine an efficient level of production for both products that is market-based. The authors propose a hedonic price model based upon real-estate transactions adjacent to CAFOs to establish a market-based estimate of the degree and extent of odor disutility. The Impact of Biofuels on the Propensity of Land-Use Conversion among Non-Industrial Private Forest Landowners in Florida AgEcon

A hypothetical market for renting and converting forested land into row cropping for biofuel production revealed that nearly half of the 1,060 non-industrial landowners sampled in Florida are willing to accept payments for land type conversion and the resulting supply function is inelastic and positive. While respondent’s previous involvement with forest management cost-share program increased their probability of accepting payments for forest type conversion, those who indicated forest aesthetics as the primary reason for the land ownership were less likely to participate in this hypothetical market.

A Policy Tool for Evaluating Investments in Public Boat Ramps in Florida: A Random Utility Model Approach AgEcon

Across the country many people engage in recreational boating. In 2008 there were over 12 million registered recreational boats in the United States, and nearly 8% of these were in Florida (US Coast Guard, 2008). Launching boats from publically available ramps is one of the primary methods of marine access. Within Florida, nearly 25% of all boating related trips in 2007 involved launching a trailered boat from a publically available ramp (Florida Fish and Wildlife Conservation [FWC], 2009).
