Optimal allocation of available resources to minimize quarantine risks related to international trade is a problem facing plant protection agencies worldwide. In this paper a model of budget allocation to minimize quarantine risks is developed. Theoretical conditions that budget allocation should satisfy are derived. These conditions imply that optimal allocation of resources is achieved when the marginal pest risks are equalized across risky pathways. Furthermore, an empirical model of budget distribution is developed. Keeping-quality of individual cucumbers is limited by the green colour; the keeping-quality of batches of cucumbers is limited by the time it takes before 5% of the cucumbers in the batch reach a predefined colour limit. From literature concerning the synthesis and degradation of chlorophyll and a published colour model (Schouten, Tijskens and Van Kooten 2002) it is known that colour behaviour of individual cucumbers depends on the concentration of protochlorophyllide (Pchl), at harvest. With help of a simple System Dynamics model describing purchase frequency of consumer segments, we illustrate under which circumstances a scenario of ‘ready-to-eat’ positioning creates value for retailer, trader and grower in a fruit production chain. Although fully quantified, the model is meant as a discussion support tool. It illustrates how collaboration affects the pay-offs of innovation for each trade partner. We show how negotiations addressing other factors than prices optimize total chain profit and hence profit per player. These factors include ready-to-eat positioning, the variation in product ripeness within batches, and cost-sharing agreements regarding product loss and the promotional budget. |

The last decade has seen an increasing interest in indicators of supply-chain performance. A large number of various performance indicators have been used to characterize supply chains, ranging from highly qualitative indicators like customer or employee satisfaction to quantitative indicators like return on investments. This large number of different performance indicators, and the lack of consensus on what determines performance of supply chains, complicates the selection of performance measures. Furthermore, combining these indicators into one measurement system proves to be difficult.
