Designing optimal phytosanitary inspection policy: a conceptual framework and an application Frontis
Surkov, I.V.; Oude Lansink, A.G.J.M.; Van der Werf, W.; Van Kooten, O..
Optimal allocation of available resources to minimize quarantine risks related to international trade is a problem facing plant protection agencies worldwide. In this paper a model of budget allocation to minimize quarantine risks is developed. Theoretical conditions that budget allocation should satisfy are derived. These conditions imply that optimal allocation of resources is achieved when the marginal pest risks are equalized across risky pathways. Furthermore, an empirical model of budget distribution is developed. In the empirical model, the protecting agency wants to minimize the expected number of infested ornamental plants imported in a given country. The model is parameterized using data on import of ornamental commodities, the associated...

Evaluating the cost-effectiveness of brown-rot control strategies: development of a bio-economic model of brown-rot prevalence in the Dutch potato production chain Frontis
Breukers, A.; Mourits, M.; Van der Werf, W.; Kettenis, D.L.; Oude Lansink, A.G.J.M..
Quarantine diseases comprise a distinct class of plant diseases. In contrast to other plant diseases, direct losses through crop damage are often limited. Yet, quarantine diseases may have serious economic consequences for a country as they threaten the country’s export of affected crops. In particular for this category of diseases, it is important to design a control strategy that is optimal from an epidemiological as well as an economic point of view. This chapter presents the development of a bioeconomic model to evaluate control strategies in terms of their cost-effectiveness, specified for brown rot in the Dutch potato production chain. The conceptual model consists of two modules: an epidemiological module, which is a stochastic, spatially explicit...
