Rental Market Regulations for Agricultural Land in EU Member States and Candidate Countries AgEcon

In this paper, we describe the regulations governing the rental markets for agricultural land in selected EU member states and candidate countries. The analysis focuses on various kinds of regulations and institutions connected with the land rental market, including price, tenancy duration, quantity and other regulations, as well as transaction costs. The diverse government regulations on price restrictions and tenancy duration are analysed, along with the social norms observed for rental payments and contracts. The paper also examines the type and registration of contracts, the contract enforcement rules, the regulations on the inheritability of contracts and the pre-emptive right of tenants to buy the land.

Key Issues and Developments in Farmland Sales Markets in the EU Member States and Candidate Countries AgEcon

This paper describes recent developments in sales markets of agricultural land in selected member states of the European Union and its candidate countries. Analysis focuses on the importance of the sales market for agricultural land, the average size of transacted plots, and the evolution and magnitude of the land sales prices. The share of agricultural land sold on the market is relatively stable in most of the old member states, with the exception of Finland, the Netherlands and the UK, where a more dynamic market is observed. This paper examines the functioning of the Hungarian land rental market. The allocative inefficiency of the land rental market is determined by calculating the marginal value productivity of land and using rental prices. Regional differences in allocative inefficiency are then correlated with demographic and socio-economic variables and with labor market-related factors.

Studies on efficiency changes in transition agriculture yield mixed results. This paper develops both a theoretical model and an empirical analysis of how distribution of efficiency scores changes with the various stages of transition. We use a unique set of representative farm survey data to calculate farm level efficiency scores, compare the efficiency distributions of different transition countries and correlate these with various indicators of particular reforms. Our study indicates that, in particular, general institutional reforms and reforms focused on market institutions and on reducing market imperfections in input and output markets have an important positive impact on farm efficiency.

The Impact of Property Rights Imperfections on Resource Allocation: Co-Ownership of Land in Bulgaria AgEcon

This paper analyzes how imperfections of property rights affect allocation of assets and welfare, using micro-survey data from Bulgaria. Co-ownership of assets is widespread in many countries due to inheritance. Central and Eastern Europe offers an interesting natural experiment to assess the effects of such rights imperfections because of the asset restitution process in the 1990s. Bulgaria is particularly interesting because of the prominence of the co-ownership problem (about half of all land plots are co-owned), because of the strong fragmentation of land, and because of legislation providing an instrument to separate out chosen (endogenous) versus forced (exogenous) forms of co-ownership. Individual Farmers and Land Renting in Hungary AgEcon

This paper uses data from a survey of more than 1,400 farming households in Hungary to identify a set of profiles of farming households, which are active in the rental market and to estimate econometrically the impact of household characteristics, such as social, physical, and human capital, as well as regional and environmental characteristics on land rental activities. We show that the decision of farming households to lease in land is related to their land endowment, their access to capital assets, human capital variables such as age and education and their social capital. Environmental factors are also important.

Institutional Factors Affecting Agricultural Land Markets AgEcon

This paper analyses the main institutional factors affecting the rental and sales markets for agricultural land. Particular attention is paid to the effects of the common agricultural policy on land markets, and more specifically the underlying mechanism through which agricultural subsidies are capitalised into land values and farmland rents. This paper also provides a broad overview of the empirical studies that estimate the impact of agricultural support policies on land rents and land prices. In this paper, we describe recent developments in the rental market for agricultural land in selected EU member states and candidate countries. The analysis focuses on the importance of the rental market as well as on the evolution of rental prices. It appears that the share of rented land in the total utilised agricultural area varies considerably among member states. In the old member states, the share of rented land ranges between 18% in Ireland and 74% in France, while in the new member states (NMS) it ranges from 17% in Romania to 89% in Slovakia. LAND MARKETS IN TRANSITION: THEORY AND EVIDENCE FROM HUNGARY AgEcon

This paper analyses the determinants of household farms' participation in land markets in transition countries. We derive several hypotheses on the impact of households' management ability, land endowment, land quality and prices, transaction costs in the land market, rural credit and labour market constraints. We test the hypotheses combining a representative dataset on land rental activities of more than 1,400 Hungarian household farms with data from the Hungarian Central Statistical Office. Direct payments and rent extraction by land owners: Evidence form New Member States AgEcon

Since the accession of the eight Central and Eastern European countries, farmers in these countries started to receive substantial agricultural subsidies. Agricultural subsidies alter farmer production incentives and thus factor demand and factor prices. Hence, agricultural support has an impact on land rents. This paper analyses the impact of the introduction of direct payments on land rents in the new member states and correlates econometrically land rental price data with support measures while controlling for other effects. The impact of direct payments on land rents is not only found to be statistically significant, but also economically important as 15% of the direct payments are capitalized in land rents in the new member states.

The distribution of land rights is a very important economic and political issue, and it played a central role in the transition processes in Europe and Asia. This paper analyzes the impact of the distribution of land on household welfare by using subjective well-being (SWB) data from a rural household survey in Moldova, the poorest country in Europe. The recent land reform in Moldova provides a natural experiment on the impact of land ownership distribution on SWB. We find that household land holdings have a positive effect on SWB but neighbours’ average land holdings have a negative effect on SWB. Frankincense from Boswellia papyrifera forest (BPF) is a traded non timber forest product (NTFP) used in pharmaceutical, food, cosmetic and chemical industries. However, the resource in northeastern Africa is under continuous degradation and requires conservation measures. Data from a discrete choice contingent valuation study are used to assess the factors influencing rural households’ willingness to pay (WTP) and willingness to contribute labor (WTCL) for BPF conservation in Ethiopia. This study used a unique 2003 survey dataset to analyse the developments in land use and exchange in Bulgaria. The survey analysis yields several results. Land is highly fragmented in Bulgaria which increases the need for an efficient exchange of land between owners and users of land. However, the land sales market is not well developed. In contrast, land rental agreements are very widespread. Land rental is widely used to exchange land between owners and users of the land.
