Policies drain the North China Plain: Agricultural policy and groundwater depletion in Luancheng County, 1949-2000 AgEcon

The report examines the relationships between agricultural policies in the North China Plain, the approaches to water management that evolved from them, the quantity of water that was actually used, and the consequent groundwater depletion beneath Luancheng County, Hebei Province, from 1949 to 2000. To systematically address these relationships, we use a comprehensive water-balance approach. Our results indicate that a single, longstanding policy-that of using groundwater to meet the crop-water requirements not supplied by precipitation-is responsible for the steady rate of groundwater decline.

Irrigation, poverty and inequality in rural China AgEcon

This paper examines the impact of irrigation on rural incomes, poverty and the income distribution in rural China. The relationship between irrigation and income is examined using descriptive statistics and multivariate analysis. A simulation approach is used to explore the impact of irrigation on poverty incidence. To uncover the effect of irrigation on the income distribution, inequality is decomposed by source of income, by group according to access to irrigation and by estimated income flows as a result of specific household characteristics. The results show that irrigation increases income and reduces poverty and inequality.

HOW CHINA’S FARMERS ADAPT TO CLIMATE CHANGE? AgEcon

This paper examines how farmers have adapted to the current range of climates across China. A cross sectional method is used to analyze irrigation choice and crop choice across 8,405 farmers in 28 provinces in China. We find that both irrigation and crop choice decisions are climate sensitive. Chinese farmers are more likely to irrigate when facing lower temperatures and less precipitation. Farmers in warmer places are more likely to choose oil crops, maize, and especially cotton and wheat, and are less likely to choose vegetables, potatoes, sugar and especially rice and soybeans. Water shortages in important grain-producing regions of China may significantly affect China's agricultural production potential and international markets. Falling ground-water tables and disruption of surface-water deliveries to important industrial and agricultural regions have provoked concern that a more dramatic crisis is looming unless effective water conservation policies can be put into place rapidly. While China's water use is unsustainable in some areas, there is substantial capacity to adapt and avert a more serious crisis. Evolution of tubewell ownership and production in the North China Plain AgEcon

The overall aim of the present paper is to better understand the evolution of tubewell ownership in the North China Plain, especially focusing on the factors that determine ownership and its effect on production. Based on a random sample of 30 villages in three counties in the Hai River Basin, our results show that collectively owned tubewells have been gradually privatised. The analyses demonstrate that increasing water and land scarcity and policy intervention (mainly fiscal and financial subsidies for tubewell investment) leads to the observed shifts in tubewell ownership patterns. Groundwater Entrepreneurs in China: Selling Water to Meet the Demand for Water AgEcon

The overall goal of our paper is to better understand the development of groundwater markets in northern China. In particular, we focus on the factors that determine the development of groundwater markets in our attempt to explain their 'breadth' and 'depth.' Based on a survey of 24 randomly sampled villages and 50 randomly sampled tubewells in two provinces (Hebei and Henan Province) in 2001 and a field survey of 68 randomly sampled villages in 4 provinces (Hebei, Henan, Shanxi, and Shaanxi) of northern China in 2004, our results show that groundwater markets in northern China have emerged and are developing rapidly. Inefficient performance of irrigation systems not only leads to a waste of water resources, but may also affect agriculture production, especially in regions facing a water stress problem. In rural China, only 40% of the water allocated to irrigation is effectively used, a figure much lower than many developed countries (Wang, 2000). Although traditional irrigation technology such as flood irrigation accounts for part of the inefficient use of water, the lack of effort in managing surface irrigation systems are also thought to affect the performance of China's water systems (Wang et al., 2003). The overall goal of our paper is to understand the impact that irrigation investments in China have had on incomes, in general, and income and poverty alleviation in poor areas, in particular. The paper seeks to meet three objectives. First, we describe the relationship among irrigation status, crop choice, yields and household crop revenue. Second, we seek to understand the magnitude and nature of the effect that irrigation has on yields and crop revenue. Finally, we seek to understand the impact that irrigation has on incomes in poor areas.
