POLICY IMPACT ON PRODUCTION STRUCTURE AND INCOME RISK ON POLISH DAIRY FARMS AgEcon
Was, Adam; Malak-Rawlikowska, Agata.
Likely policy changes leading towards further liberalisation of the Common Agricultural Policy would certainly influence farmers’ income and revenue risks. Thus, a question arises both for farmers and for policy makers about possible effects and necessary adjustments that should be made to face such changes. The paper examines long-term impacts of changes of key policy factors on income risk in Polish dairy farms. Deterministic linear programming farm model was used to estimate farm incomes and likely changes in production pattern, while stochastic simulation farm model was applied for examining income risk. The main results of this model chain are optimal production structures for farm types modelled in a set of assumed policy conditions as well as farm...

Polish Agriculture under Different Policy Scenarios: Impacts on Production and Farm Income AgEcon
Majewski, Edward; Hinners-Tobragel, Ludger; Straszewski, Slawomir; Was, Adam.
The aim of the paper is to examine impacts of different rates of direct payments on production structures and farm incomes of Polish family farms after the accession to the EU. Analyses have been made for 2004, the assumed year of accession, with the use of a linear programming farm optimisation model. 15 farm types, further differentiated by soil quality, have been selected for the study. The modelling results show, that depending on the respective policy scenario (i.e. the rate of direct payments) the introduction of the Common Agricultural Policy (CAP) in Poland may cause some shifts in farm production. Under the conditions of Agenda 2000 and with 25 % of direct payments, as proposed by the European Commission, farm incomes would in 2004 approximately...

Anticipated Impacts of GMO Introduction on Production Pattern In Poland AgEcon
Maciejczak, Mariusz; Was, Adam.
The paper takes one significant element of the agriculture production – use of genetically modified organisms (GMO) – and considers it in relation to the production pattern in Polish farms. It asks if under the ceteris paribus conditions the use of GMO plants in Polish farms will have influence on the cropping structure. To answer this question only a scientific and theoretical assumption has been applied that GMO cultivation is permitted without restrictions in Poland. The approach combines both the very short experience of the new biotech based system of agricultural production and a modeling, which builds up and aggregates the impacts of individual farm responses under assumed situations.

This volume of proceedings, available both as hard copy and pdf, is an edited compilation of selected contributions to the IAMO Forum 2007, which will be held in Halle (Saale), Germany, at the Leibniz Institute of Agricultural Development in Central and Eastern Europe from 27 to 29 June 2007. We would like to thank all those persons and organisations who contributed to the realisation of the IAMO Forum 2007 and the volume in hand. First of all, we thank all lecturers, whose commitment and papers made both the conference and the publication possible. Furthermore, we appreciate the financial support provided by the Federal Ministry of, Food, Agriculture, and Consumer Protection and the Federal State of Saxony-Anhalt. Optimal Structure of Farms in a Region - A Modeling Approach AgEcon
Majewski, Edward; Was, Adam.
In the paper the regional, optimization model of agriculture and its use for predicting probable reactions of farmers and assessing the impact of the adaptation processes in the farming sector to agricultural policy changes and macroeconomic developments are presented. Two-phases modeling approach has been applied, with the use of linear programming, static optimization models – a farm model, used to optimize the production structure of the farms typical for the region, and an agricultural sector model, used to determine the optimal farm and production structures within a region. An attempt have been made to incorporate in the model both – micro and macroeconomic parameters. The result show, that different scenarios adjustments in farming sector in the...

Economic Impact of Prospective Risk Management Instruments Under Alternative Policy Scenarios AgEcon
Van Asseldonk, Marcel A.P.M.; Majewski, Edward; Meuwissen, Miranda P.M.; Was, Adam; Guba, Waldemar; Dalton, Graham E.; Landmesser, Joanna; Berg, Ernst; Huirne, Ruud B.M..
The main objective was to assess the risk of farmers in the European Union and to analyze the impact of agricultural policy changes on the main components of income namely price and production risks. In order to achieve this, qualitative considerations and quantitative analyses covering the period 2004 – 2018 have been made. Future policy scenarios have been defined, taking into account likely Common Agricultural Policy developments, including possible outcomes of the Doha round of the WTO negotiations. Subsequently, the economic impact of policy scenarios in conjunction with a set of prospective risk management instruments for the European Union are determined.
