Co-financing Implications for Regional Policy-Making: A Case Study for the Agri-environmental Programme in Saxony-Anhalt AgEcon

Financing agri-environmental programmes in the European Union (EU) takes place in a multi-level system with mixed co-financing and shared financial responsibilities. In this paper we analyse how co-financing influences policy-making in regions taking the case of the agri-environmental programme in Saxony-Anhalt. Using an interactive linear programming approach the implications of several co-financing scenarios are analysed. EU co-financing certainly enhances the financial volume for the agri-environmental programme in Saxony-Anhalt; but as regional policy-making is distorted by the scheme of mixed co-financing as compared to unconditional financial transfers, the priorities for measures vary depending on different EU co-financing scenarios.

The increasing importance of measures under the so called "second pillar" of the Common Agricultural Policy of the European Union raises new challenges to decision-makers. The definition and operationalisation of goals as well as the implementation of concrete measures is a complex task. Decisions have to be made on priorities for goals and measures and finally on the allocation of the budget. Distortions in a Multi-Level Co-Financing System: The Case of the Agri-Environmental Program of Saxony-Anhalt AgEcon

In this paper we analyze the impact of the EU multi-level co-financing system on regional policy-making and priority setting taking the case of the agri-environmental program of Saxony-Anhalt in Germany. The implications of several co-financing scenarios are analyzed and compared to respective lump-sum transfers using an interactive linear programming approach. The results reveal that regional choices on agri-environmental measures are strongly influenced by the co-financing system leading to distortions. The extent of these distortions depends on the specific regional preferences and restrictions to be considered in the policy-making process.

Small farmers in the Romanian dairy market: Do they have a future? AgEcon

This paper investigates various modes of vertical coordination, with the focus on small farm integration in the Romanian dairy chain. It draws on results from a World Bank study based on semi-structured interviews conducted in spring 2009. The findings indicate that large and prosperous dairy chains fortify their chain efficiency by partner selection and provision of sophisticated assistance to relatively larger farmers. On the contrary, many barriers exist for small and medium-sized dairy chains (processors and farmers). Measures for rural development should be adapted to the specific regional conditions and national programs should allow for different regional priorities. However, decision-making for policy measures often takes place under special conditions with many concerned actors, unstructured decision problems and time pressure. Vertical coordination as a driving force for structural change in the Romanian dairy market AgEcon

This paper addresses the various modes of access to production factors, such as capital, specific inputs and know-how, as reasons for the varied development of Romanian dairy supply chains and their respective actors (farmers, processors). The paper draws on results from an ongoing World Bank study. The findings are based on semi-structured telephone and face-to-face interviews conducted in January-February 2009. Semi-subsistence Farm Households in Central and South-eastern Europe: Current State and Future Perspectives AgEcon

The European Union (EU) introduced a special transitional semi-subsistence measure to promote the smallest agricultural producers, so-called semi-subsistence farm households (SFHs) in the enlargement process. An outlook on the future of SFHs requires comprehensive and reliable information on the phenomenon and the impact of policy measures on their development. Therefore, a survey using a standardised questionnaire was conducted in Poland (175 households), Romania (185 households), and Bulgaria (184 households) from July to September 2007. Semi-subsistence farm households and the non-farm rural economy - Perspectives and challenges AgEcon

Semi-subsistence farm households (SFHs) have persevered in Central and Southeastern Europe. An outlook on future perspectives of SFHs asks for reliable information on the phenomenon of SFHs and the impact of policy measures on their development options: (1) intensifying farming, (2) diversifying income creating activities, or (3) exiting farming for waged employment. This article focuses on SFHs and rural non-farm employment (RNFE).
